Hornet sting almost sees no play .
If you start talking 'bout removal, everything dies to a removal.
It's a great risk to take at turn 2, in Steel Weenie it's a great top deck after a ST.
A 3/1 first strike for 2 and 2 lifes, why, sure!

Everything is about timing in this deck, you can't just drop things around.
Playing just 4 mana leak forces you take hard decisons on what do you really need to counter.
The point of a "tempo deck" is to disrupt your opponent's hand and board development while applying a steady clock to them in the form of efficient creatures, leaving them stranded with their powerful spells.

That was already tried back in Ye olde days with even better cards (Thoughtseize and Extirpate.) Yet extirpate remain in sideboard.
Not saying it may not work now, but, it is to see yet.

I've been eyeing this archetype since SoM was released, but the deck possesses the problems you have already outlined. It reminds me of when I built a Megrim deck back in the day. I loved having opponents discard and taking damage for it simultaneously. But I wouldn't always get to the Megrim in time. I needed draw power. Even with the NPH additions, T. Steel decks still lack card advantage.
I eventually made my Megrim deck B/U and added draw and bounce. I wonder also if Tezzeret's Gambit or Gitaxian Probe will aid the Steel archetype.
To clarify, I think the deck will run great and be a tier 2 build with the NPH cards. Tezz's Gambit is good draw, but will it be enough?
I don't know, drawing 2 cards at 3 sounds kindda slow for this deck, maybe red could help more with cards like Gut shot and whip flare, pairing with galvanic blast and artillerize.
I can't tell yet if mono white or splashing another card will make the deck tier 2, but i do think it could be tier 2
