If he were to sell it on eBay himself for $140, he would only get about $122. eBay + PayPal fees take 10% and 2.9% from the total. Then he has to factor in shipping and risk of scammers.

I dunno... it doesn't seem all that crazy to me. To be honest, I was kind of surprised they were being initially listed at ~$80-100. I thought it was a little low. It has so many things going for it:
it's a planeswalker
it's an elder dragon
it's colorless
it's a one time alt art print of the marquee card of the set
the art is amazing (subjective, but the original oil painting sold for $12,550 so that tells you something)
I'm guessing that when WotC does a special promo like this, they won't reuse the same art in a future reprint. There would be no reason to devalue a collector's item like this by doing so.
If I activate Soulfire Grand Master's ability then cast a spell with Rebound (e.g. Emerge Unscathed), does the card go to exile or my hand as it resolves?
Finish the deck first. Play it for a while and see how you like it before you spend that much money foiling it out. If you're strapped for cash then definitely do not get foils.
Foiling is RIDICULOUSLY expensive and leads you down an endless money pit. It doesn't end when you finish your deck. Any time you want to change up a card in your deck, you're going to need more foils.
I've had 3 packages go missing from USPS over the years.
First was 3x Dark Confidant. Second was 1x Jace, the Mind Sculptor. Third was a FBB Chinese Mana Vault.
The first two were covered by eBay since both senders had no tracking info. I actually think they just never sent them since the winning bids were pretty low, even at the time (Dark Confidants were $11 each, JTMS was $30).
The Mana Vault was most likely stolen by someone, possibly the mailman. USPS claimed they had proof of delivery w/ signature since the sender sent it registered + insured. So when I asked to see the signature, of course there was nothing in the system. They eventually wrote a letter of apology and assumed responsibility for the loss, but I never followed up on it since it wasn't that expensive (~$15).
If you plan on buying duals off eBay, I'd recommend getting yourself a jeweler's loupe and UV light to help detect fakes.

The $190 from TCG player is way too high.
