In a DCI sanctioned tournament the TO can act as the head judge even if they do not have a certification. So you only need a TO, but they will have to act as head judge if there are no other judges available.
It seems like this is a little late to release a Foil Char as a promo, its fallen out of play in standard and doesn't see much play in extended, so why would they print it now?
I think that Timetwister was included in the original list because it was the only card of its kind. It had both the effect of recycling every card you had used so far and drawing you a new hand, and it was also in blue, the color that could make the most of having more answers in its hand.
For anyone interested I have been messing around with all the suggestions in this thread. I've found that I like removing the ink with acetone and then using Yare's method of making the card on MSE and then copying the picture to Word. You can then reduce the size to 2.5x3.5 in and print to a piece of paper. Then use double sided tape to tape the card to the paper on the edges and run the card through, it may take a while to dry, but the results are great.
You don't have to go to the championship if you don't want to. I am also sure you can track down some sponsorship money to pay for the trip, especially if you tell people its for a tournament that can get you as much as $10,000 in scholarship money.
Start learning the basics of what Magic is about, things that will apply across all formats. This includes things like basic card advantage theory, tempo, etc. Read all of Mike Flores' articles, as he is probably the best Magic theorist in the world. There used to be a list of articles to improve your play somewhere on this site, but I don't know where it went. I know all of those helped me become a better player.
I've had problems with DACW in the past also, whether them taking a long time to ship or sending the wrong items. The store I work for has a wholesale account with them and never has a problem, though they order sports cards instead of MTG from DA. I guess the only thing you can do is start placing orders with someone else.
Well, if you got second you should have received a card. FNM promos are supposed to go to First, Second and two random door prizes. Also, as far as rounds are concerned, you don't have to play more rounds with more people, it is just a suggested number. The TO and HJ are the final say for how long the tournament lasts, and they can cut a round if they need to due to time constraints.
The TO and the judges have the final decision about whether you can drink at sanctioned events. Although with enough minors running around I think it would be frowned upon at most FNMs.
At the last prerelease I went to we were allowed to change our decks after every round, which led to a lot of people changing their decks with friends help after deckbuilding. They only did this on Saturday though, Sunday was the normal registration, only change when sideboarding rules. When I asked the HJ he said they were trying it out to see if it made it funner for newer players. So definitely ask your TO or HJ about it first.
I got got to semis playing Dragonstorm, going 4-0-2 in the swiss, beating dragonstorm in quarters and losing to WBR control in semis. During the swiss I played against Dragonstorm, Gruul, the same WBR control, and U/G aggro.
