I try to never involve a judge. You can usually fix most situations by just discussing it with your opponent. No need to get a judge involved who is just going to do the same thing you would have probably done already and give penalties out as well. Thx but no thx.
There are many players/collectors that will give a premium for signed cards (me included). You just have to find the right person. I'll always take signed over unsigned.

Why shouldn't people want cards reprinted? It has two advantages: It brings good old cards back to standard, and it lowers card prices. What's there not to like?
It undermines collectibility and diminishes the amount of new cards we see. Once a rare or mythic card is out of print it should be retired. If you want that card, buy it on the secondary market or go without. That's pretty much what the original reprint policy said.
I never shuffle my opponents deck be it FNM or a GP. I simply don't believe more than maybe 1% are doing anything nefarious so I don't worry about it. I play my games and have fun.
