    This may be controversial, but these are my judgings and they are final.

    Design -

    (1/3) Appeal: It's a Spike card.
    (2/3) Elegance: The alternate cost is a little confusing.

    Development -
    (2/3) Viability: I can see this as just rare.
    (2.5/3) Balance: Four mana is reasonable for this. My only gripe is the alternate cost. I feel giving an opponent an extra turn is too big.

    Creativity -
    (3/3) Uniqueness: It reminds me of Unsubstantiate, but it's definitely unique.
    (3/3) Flavor: No problems here.

    Polish -
    (3/3) Quality: Looks good.
    (2/2) Main Challenge: Met.
    (2/2) Subchallenges: Both met.

    Total: 20.5/25
    Design -

    (1/3) Appeal: It's a Spike card.
    (3/3) Elegance: No problems here.

    Development -
    (3/3) Viability: No problems here.
    (2/3) Balance: The mana cost is reasonable. The alternate cost is a little low. I think it should be two Islands instead of one.

    Creativity -
    (3/3) Uniqueness: It's unique enough, as far as I'm concerned.
    (3/3) Flavor: The name's a little boring, but I'm okay with it.

    Polish -
    (3/3) Quality: Looks good.
    (2/2) Main Challenge: Met.

    (3/3) Appeal: It would be loved by all.
    (3/3) Elegance: No problems here.

    Development -
    (2/3) Viability: It should be rare.
    (1/3) Balance: Sure, it costs four mana. I'm sure you'll get a decent return from the enchantment. There should be a mana cost included.

    Creativity -
    (2/3) Uniqueness: So it makes any Island you control a Tolarian Academy.
    (3/3) Flavor: No problems here.

    Polish -
    (3/3) Quality: Looks good.
    (0/2) Main Challenge: This seems to include time travel from a flavour standpoint. It does not send a card “back in time” as it were, so I feel this does not meet the challenge.
    (2/2) Subchallenges: Both met.

    Total: 19/25, but since it didn't meet the challenge, it's moot.
    Design -

    (2/3) Appeal: Johnny sees combo potential. Spike just loves it.
    (3/3) Elegance: No problems here.

    Development -
    (2/3) Viability: This should be black.
    (0/3) Balance: So many things wrong with this card. You can play this on the first turn. Who needs mulliganing? Also, remember cascade? This would never be printed.

    Creativity -
    (2/3) Uniqueness: So many other tutors in Magic.
    (2/3) Flavor: I'm not too crazy about the name.

    Polish -
    (3/3) Quality: Looks good.
    (1/2) Main Challenge: There is time travel, but the challenge was to send something back in time. This seems to bring something to the present. That's how I see it, anyway.
    (2/2) Subchallenges: Both met.

    Total: 17/25

    As always, I want no complaints, and I mean it. I felt that some of you did not read the challenge as intended.

    (2/3) Balance: The Peace side seems reasonable cost-wise, but Quiet will probably cost 1 more to cast.

    Creativity -
    (2/3) Uniqueness: Morningtide on one side, Turn to Mist (sort of) on the other side.
    (3/3) Flavor: No problems here.

    Polish -
    (3/3) Quality: Looks good.
    (2/2) Main Challenge: Met.
    (2/2) Subchallenges: I'm assuming the second subchallenge wants permanent removal.

    (2/3) Viability: I'm not too crazy about giving abilities normally meant for creatures to instants and sorceries (don't get me started with Puncture Blast.) I think it should be worded like this: CARDNAME deals damage to target creature equal to its power. If that creature is attacking, you gain life equal to its power.
    (2/3) Balance: I think this should cost four or more mana, for what it does.

    Creativity -
    (2/3) Uniqueness: There are other red/white cards that deal damage and you gain life.
    (3/3) Flavor: No problems here.

    Polish -
    (3/3) Quality: Looks good, but see Viability.
    (2/2) Main Challenge: Met.

    (1/3) Uniqueness: Kinda like Spell Queller without the legs.

    (1/3) Uniqueness: It's Rescue with a nasty surprise.

    (2/3) Balance: One thing I noticed is that this could let you detain your own creatures. I looked at all the detain cards in the block and they all say “Detain creatures or nonland permanents your opponents control. I don't know if this was an oversight, but I'm judging this on what I see. Also, it seems that Wizards insisted that detaining should not be done at instant speed. Maybe this should cost more than three mana.

    Creativity -
    (1/3) Uniqueness: It's Lyev Decree on steroids.
    (2.5/3) Flavor: It's a little generic, but I would define this as Azorius.

    Polish -
    (2/3) Quality: The reminder text should read “Until your next turn, those creatures can't attack or block... “ This is because you card only detains creatures. See Lyev Decree.
    (2/2) Main Challenge: Met
    (2/2) Subchallenges: Both met.

    Total: 18.5/25
    Design -

    (1/3) Appeal: I can see this as a Spike card, but that's about it.
    (3/3) Elegance: No problems here.

    (2/3) Balance: I don't think this will slow down your opponent too much. He could just cast a cheap spell, and then he can safely cast the spell he needs.

    (2/3) Uniqueness: Kinda reminds me of Lunar Force, but you get the bonus of getting two cards.
    (3/3) Flavor: No problems here.

    Polish -
    (2/3) Quality: It should start with “When”
    (2/2) Main Challenge: Met
    (1/2) Subchallenges: 27 words, but you knew that.

    (2/3) Flavor: I think there would have been room for flavour text.

    I control both Jace, Memory Adept and Sphinx's Tutelage. If I activate Jace's first ability (Draw card, make a player mill one card,) does my opponent mill the one card before he mills two from the Tutelage?

    (1/3) Quality: Firstly, the flavour text should be before the p/t, as per CCC rules. The mana cost should read 3RW. Also, the activated ability should read “Put target artifact card with converted mana cost X from your graveyard to the battlefield, where X is CARDNAME's power.”
    (2/2) Main Challenge: Met.
    (2/2) Subchallenges: Both met.

    Design -

    (3/3) Appeal: Spike likes this. Johnny sees combo potential, and it's just big enough for Timmy to like it.
    (3/3) Elegance: No problems here.

    Development -
    (1/3) Viability: First, the card should be rare as is. Also, having the word “colorless” is unnecessary, since the mana cost shows it's colourless.
    (1/3) Balance: If you choose the Servos, this would be pretty much useless it's part of a combo. On the other hand, you get a 4/4 for four mana (including the activation cost.) My complaint is that the activated ability is too low. Dread Statuary becomes a 4/2 creature for four mana. I think the activated ability should cost at least four mana.

    Creativity -
    (2/3) Uniqueness: We haven't seen Fabricate on a noncreature permanent, but I saw the rules for it, giving them that possibility. Maybe in the next set? Still, making an artifact that becomes a creature for a turn has been done before.
    (2/3) Flavor: Some flavour text would have been nice.

    Polish -
    (2/3) Quality: First, it's “four +1/+1 counters.” Also, the activated ability should read “CARDNAME becomes a 0/0 Construct artifact creature until end of turn.” See Darksteel Brute for comparison.
    (2/2) Main Challenge: Met.
    (2/2) Subchallenges: Both met.

    Total: 18/25
    Design -

    (2/3) Appeal: Timmy likes it. Johnny sees combo potential. Spike is underwhelmed.

    (2/3) Viability: I can see this as just rare.
    (2/3) Balance: A 5/5 trampler for 8? Too expensive, even with the extra abilities. I think the mana cost could be as low as 5 if this is supposed to be a mythic rare.

    Creativity -
    (2/3) Uniqueness: There's not much here that hasn't been done before.
    (1/3) Flavor: I see little reason for this to be legendary. Also, I'm assuming the name shows that it involves Servos. With that, maybe its creature type should be Servo, too.

    Polish -
    (2/3) Quality: “Six artifacts” “must be disintegrated (though 'destroyed' would be preferable)” Flavour text is missing a period.
    (2/2) Main Challenge: Met.
    (2/2) Subchallenges: Both met.

    Design -

    (2.5/3) Appeal: Johnny sees combo potential. Timmy likes that it can get big. Spike might play with it.
    (3/3) Elegance: No problems here.

    (2/3) Balance: It's probably a good that you need two more creatures to activate its search ability. I think it should have power 1 or even 0, since over half of all Equipment cards printed are CMC 2 or less. And at power 5, you can get all but four Equipment cards. In the case of Vehicles, right now, only one is CMC 6 or greater. On the other hand, there are only two Vehicles with CMC 2 or less. Still, it should be power 0 or 1.

    Creativity -
    (2/3) Uniqueness: Nothing here that hasn't been done before.
    (3/3) Flavor: I prefer the name in the card text, but I won't penalize you here.

    Polish -
    (1.5/3) Quality: Several cards that should be capitalized aren't (Tap, Equipment, Vehicle) and the card's name doesn't match the name in the card text.
    (2/2) Main Challenge: Met.
    (2/2) Subchallenges: Both met.

    (2/3) Balance: I'm more like to play this when I have no other artifacts or I have artifacts that trigger when they leave the battlefield.

    (3/3) Uniqueness: I can't find any other creature like this.
    (3/3) Flavor: I could see that happening.

    (3/3) Uniqueness: Replacing one type of creature token with another is new.
    (3/3) Flavor: No problems here.
