Technically the study says nothing of the revenue they paid in local revenue - so your math is missing an important figure.

The Comptroller estimates that undocumented immigrants paid more than $513 million in fiscal 2005 in local taxes, including city, county and special district sales and property taxes. While state revenues exceed state expenditures for undocumented immigrants, local governments and hospitals experience the opposite, with the estimated difference being $928.9 million for 2005.
Undocumented immigrants produced $1.58 billion in state revenues, which exceeded the $1.16 billion in state services they received. However, local governments bore the burden of $1.44 billion in uncompensated health care costs and local law enforcement costs not paid for by the state.
So totals show that have had a negative impact of costing $2.6 billion in expenses to state and local governments while bringing in $1.58 billion in revenue.
A comic/magic store opened in my town a few months ago run by a pair of brothers whose retired father was helping them get started. They are a great family (mom teaches locally and dad is retired military). They say they are a comics store, but magic will pay the bills. They bought a large collection a couple of weeks ago. I went in the next day and there were several Jace versus Chandra and Devine versus Demonic duel decks priced at $15. I asked the one son if he was aware of the value and he said he knew they had sold for about $20 when they came out so he was taking a few dollars off to give people a break. I told him to check the prices on several sites. He was shocked at how much they were worth. He repriced them but told me he'd still sell them to me at $15 if I wanted them. I bought one of them and felt very good that my honesty was rewarded. He has told me since that now he checks everything before he prices it. As they are new I want them to be around for a while. If the guy with the dual lands has been there for some time and makes his money on comics he might not care about his pricing, but I wouldn't buy them without talking to him first about their real value. As the previous poster mentioned it is his responsibility to keep up with pricing trends and he either does but wants to move stock quickly or doesn't and just prices cards at lower prices because he doesn't have much cash in them and can still profit although at a lower amount. Don't feel bad about whatever you choose to do.
I have a thread on another site where I mentioned that in the case of Mirrodin Besieged that I opened there were no Tezzeret, Agent of Bolas, Hero Of Bladehold, or Island #148. Since opening that case I have over 100 of each basic land except Island #148 of which I now have 12.
In this weekend's Louisville SCG top eight 6 of the decks have Spellskite maindecked or SB so it looks like it'll be around for a while. Should continue to go up.
For several years they (Phil and his wife) set up at Origins and/or Gen Con. I have about 200 cards that they have signed. Then they quit setting up to do the family thing. I don't know how they are about signing through the mail or if they have done any recent signings, but they are two of the most friendly and interesting people you can meet. If you are pleading not guilty DO NOT use the phrase "rolling stop" as it will hurt your explanation. It implies that you were not planning on coming to a full stop which is an admission of guilt.
A guy at the local store has been making foil proxies for about a year by blanking already printed foils and then printing on the blanks. After he removes the image they are as smooth as a regular foil and his borders are intact even when using a magnifying glass to examine them. Because there are people who can do this so well it will be difficult if not impossible to tell what was a blank filler and what was a man made blank. Unless there is a foolproof method of being able to identify which is which a value can only be determined by someone who is willing to spend the money. If you really just want to find the value then Ebay it without a reserve and whatever someone will pay is then its value.
Opened a sealed case last night. No foil mythic, no Tezzerets, and no Hero of Bladeholds. There were four Thruns, four Massacre Wurms, and nine Green Sun's Zeniths (2 were foil). Disappointed with no Tezz, but happy with the case overall.
