as for stifle's ability, there are a few similar options some more or less expensive than you are looking for in both blue and green. stifle, bind, trickbind, squelch, voidslime, interdict
And some fun creatures with similar abilities, like voidmage husher
I vote for kaervek the merciless. there are worse, but in my small group we are pretty low key. My friend had a deck based on rakdos the defiler and was alot of fun but he made no changes and swapped out his general for kaervek and since then we all have to hate on him once he gets the general out and now he wont play EDH at all.
When searching for cmc=1 and checking the "require multicolored" checkbox it can't find anything. So you won't get any of the hybrid 1cmc cards to show up.

I dont believe he would be able to save both bears. The wording of harm's way reads "The next 2 damage that a source of your choice would deal to you or a permanent you control this turn is dealt to target creature or player instead." the referance is singular for permanent.
why would you wanna run dampen thought it's the only card with arcane so you will never splice it, and it costs 2cmc where vision charm or memory sluice are only 1cmc.
imo vision charm is almost always better then memory sluice but i just dont have the space. As it stands now i dont need any more mill effects as there are 14 cards that avg 10 cards milled each (nemesis of reason when he attacks, etc.)
Nothing too special about it, just need help on the manabase mostly.

Unfortunately that doen't work, usually suspended cards are played one at a time because they are played right after their last time counter is removed, before any other suspend triggers could resolve.
if you have 2 suspended cards and remove their last time counter at the same time both spells would be placed on the stack in whatever order you choose. therefor someone can counter both with double negative
