It's a junk rare from a widely opened set, and because of this you really won't see it jump too dramatically if it became popular. Having played the card in a Standard deck for a while it just wasn't nearly as good as it could have been. I don't think Populate will change that. I would say worst case it'll be $5... best case $2... I'd say grab things like Bloodgift Demon and Dungeon Geists before something like this.
Investing in Dungeon Geists is also not a terrible idea, as they are waning from their previous peak. That aside, while I don't expect the price of CC to spike dramatically, I can see it becoming a 2-3 dollar card, for example, if it becomes relatively popular and an appealing prospect when you can get them for less than 25 cents.
I bought 3 playsets of non-foil ones and 9 foil ones for about 16 dollars shipped. I think there is potential for decent value as they are still very cheap right now. It's probably worth sinking 15-20 dollars into them and seeing what happens.
