I know that stoneforge is not in your intended game plan, but for any deck running esper, stoneforge provides you with definitive advantage against much of the meta. The list I’ve put together runs 3 stoneforge, with a lesser number of Gurmag anglers, as well as a drop in the traditional 4 thought scour. I would reccomend Andrea Mengucci’s videos on his esper delver list, as they show how it interacts with the field, as well as the importance of stoneforge.
Also, I reccomend splashing green, primarily for the added flexibility and full utilisation of deathrite shaman, as well as cards like abrupt decay in the mainboard (which allow for less risk against cards like blood moon, thereby opening up your manabase options) as well as ones like life from the loam and sylvan library in the sideboard.
I am currently developing and testing a U/G Tron deck.
It uses the Urzatron lands to bring out board threats like Wurmcoil Engine, Sundering Titan and Platinum Angel if necessary by turn 3-5.
The current list I'm working on is a semi-budget one that uses Sylvan Scrying and Ancient Stirrings from R/G tron to dig around for the tron setup and potential board threats. It also uses Treasure Mage from Mono Blue tron to tutor for Wurmcoil Engine, Platinum Angel, e.c.t.
I am also running one Karn Liberated for his -3 and +4 abilities, and, like mono U tron, am keeping 1 Mindlaver and 1 academy ruins as I can tutor with Treasure Mage and Ancient Stirrings to stop my opponent from playing the game (Fun!)
Note, I am also keeping the plethora of counter spells from the Mono U version.

If they instead banned vampire hexmage, then that would encourage players to find other means to create a combo

I would really appreciate some help with refining the sideboard to combat Jund, Infect, the new W/B/G tron decks and dredge.
