    If the goal is to get rid of cheap ways to gum the game up and create stagnant board states, yes. I don't think it's too good. It's definitely not fun, though.

    This banned list is a disaster. I've been playing competitive Commander games online stating new banned list only and the number of turn 4/5 wins I've had is just ridiculous. Yes, they banned the fast mana, but Crucible lock is still really good. Upheaval is still really good. Sunder is still really good. They talked about wanting to get rid of board states that aren't fun and cards that create that easily. A start would be:

    Upheaval
    Sunder
    Crucible of Worlds
    Strip Mine
    Dust Bowl
    Iona, Shield of Emeria
    Isochron Scepter
    Lion's Eye Diamond
    Winter Orb
    Armageddon
    Ravages of War

    Lion's Eye Diamond has no drawback in decks that only care about resolving the Commander ASAP, like Narset or Azami. It's fast mana.
    Armageddon, Ravages and Sunder still make the format about who draws more fast mana as well as create stagnant board states super easily. They are no-brainers if that really is the goal of the format.

    Commanders:
    Leovold, Emissary of Trest
    Oloro, Ageless Ascetic
    Narset, Enlightened Master
    Thalia, Guardian of Thraben

    I don't think any of these Generals are too good, but they do create terrible, stagnant gameplay situations too easily.

    OP was asking was why it isn't:

    I don't see how changing "when" to "if" there turns it into a replacement effect.

    We're asking why it's worded "when" there when it's usually worded "if".

    Now I'm confused. All I was saying was that "if" doesn't mean something is a replacement effect. Then you said there wasn't a trigger. Then you said there had to be a trigger or nothing would go on the stack.

    What? "If" most certainly does not mean a replacement effect. The first "if" to "may" that pops up is Akuta, Born of Ash, which is exactly the wording OP is asking why Exert doesn't use. Go down further and you get Blight Herder, which again has the same wording as Akuta. Neither Akuta or Blight Herder replace any events.

    I agree that the new wording for cards that care about discarding cards is asinine.

    I like all of these. Some very interesting ideas here. I especially like High/Mighty and Heartless Machinations. Bamboozle took me a second to realize it was an instant.

    I think Heartless Machinations needs a wording change, but I can't figure out a way to do it that doesn't mention the stack. As is, I believe you cast it, counter it and control your opponent for the rest of the game.

    Cards use "land" when refering to a land on the battlefield and "land card" when refering to a land that is anywhere else, but does the wording "land card" preclude cards that are already on the battlefield?

    "Activated abilities of land cards can’t be activated unless they’re mana abilities."

    I want this to hit both lands on the battlefield and cards like Forgotten Cave.

    Would I have to use something like:

    "Activated abilities of lands and land cards can’t be activated unless they’re mana abilities."

    That's fair. I'll probably stick it at 6. I think the demographic that would want to play this wouldn't care much about a difference of one mana here. I'd jam it in limited either way.

    I agree that it's pushed. My argument has always been that it's not "broken".

    A quick gatherer search shows that white and green have an affinity for under-costed creatures at uncommon. That's what the combination does best. There is no doubt in my mind that a 6/6 Vigilance for 3WG alone is uncommon. Take a look at what 5 mana gets you for a creature in green or white these days, just in Standard: Verderous Gearhulk, Arborback Stomper, Embodiment of Insight. Now add Legendary: Archangel Avacyn, The Gitrog Monster, Ishkanah, Grafwidow. We have had Serra Angel at uncommon for a very long time now. Tajuru Pathwarden and Sentinel Spider at common. Heck, green had Bestial Menace. White had Cloudgoat Ranger. A french vanilla 6/6 for 3WG is simply not rare. Especially not a Legendary one.

    The card has gone from "broken", to "undercosted", to "pushed", to "slightly pushed". I honestly think it's fine as a Legendary build-around-me creature. If printing it at 4WG is what it takes then I don't have a problem with that. It's not supposed to be a powerhouse.
