Clues have what is called an "activated ability" and those can be activated any time that player has priority (just like instants) unless otherwise specified (see things like Birthing Pod or Thopter Squadron).

New to this forum and in general to MTG although accruing hours with SOI as my first deck.
I am looking for clarification about whether an opponent can use mana to pay to sacrifice a clue card that is on the table during my own turn (much like an instant can be played at any time). Being an artifact sub-type I am unable to find a clear explanation. Alternatively can these only be played during their own main phase?
