    It is more of an OR. He can either stop commanders from being played or shut down removal. I also agree his defense needs to go down.

    It impacts both players. I can see how it is strong, but I don't see broken. Most decks have sorceries and instants for removal.

    I had thought that we need a bigger, badder version of Meddling Mage. So I present:

    UUWW
    Ver, Impediment Master
    Legendary Creature - Human Adviser

    When Ver, Impediment Master enters the battlefield, choose a card type other than land.
    Cards with the chosen type can't be played.

    Good point. Maybe make him more of a thug, and throw in some red. The goal is a planeswalker criminal and killer but not a diabolical evil.

    I am a player from way back and was always disappointed there never was a Serra card. I looked into it and she apparently was killed by an "unknown planeswalker." Why not make that card?

    +2 Remove two loyalty counters from another target planeswalker
    -5 Exile target creature, that creature's controller gains an emblem with "At the beginning of your upkeep lose 1 life"
