    #1 - All Magic cards that have black/white borders, round corners and the official backing are tounament legal, regardless of language.

    #2 - You are not expected to know every language under the sun when you travel for magic, if you know chinese enough to do it you can, but I expect English would be fine.

    #3 - English is the default language for magic the gathering, all rulings are based on the english text. If your opponent speaks a different language it could be problematic without a translator, but i'm sure someone there will be able to speak both english and chinese. (most likely a judge).

    Yes, prevention is usually a replacement effect so it is applyed as the damage is delt, so it has to be there when the damage is resolving.

    The short answer is yes.
    The long answer is yes because the scepter's ability instructs you to play the copy, which side to play is a decision made on resolution of the ability, if you chose to play the copy of the card at all.

    One pearl of wisdom that was given to me by my local L-3 is that "If both players accept it, the ruling is correct, regardless." It was my impression that this was an absolute, so if you and your opponent where both happy with it the ruling was correct, regardless.

    From personal experience I have seen a couple of different ways of seperating the competitive players from the casuals.

    The most effective ones being:
    1) With the concent of everyone at the event, splitting the feild into casual and competitive flights. This works because no real competitive player would say "no i don't want that, i want to beat up on n00bs."

    2) Giving seperate prize pools, such as "if you want to paly casual you get x packs at the end regardless of position but if you want to play competitive you can try for lots more if you top 8, or 1 pack if you don't."

    Yes, in order for a creature to be declared a blocker, it needs to be a creature before blockers are declared. Because blocking, like attacking, doesn't use the stack.

    As the ruling on gatherer says "10/4/2004 - If both you and this card would be dealt damage at the same time, or if either you or this card would be dealt damage from multiple sources at the same time, the redirection will apply to both chunks of damage."

    So 1 activation, 6 damage redirected.
