Looks like a good list. You might consider some black/white tapped lands in place of City of Brass. When I ran scullers, I frequently brought in my first land tapped, passed, then second turn cast the sculler.
Foul-tongue shriek would be good in the burn or zoo matchup. I like it.
Relax on the bitter blossoms, they aren't a must have.

About the planeswalkers, I believe my next change would be consider 1x Sorin, Solemn Visitor, in addition to the already included Elspeth, Knight-Errant. What do you think?

Never think about living the dream and hitting your opponent for 8 with it. At most you will get 5 depending on your build. What's your budget and your list?

I was wondering if some of you could help me out with this deck I come up with. This is a low curve and a quite budget-based mono-blue deck, and the main idea is to frustrate the plans of my opponents.
I'm a little bit confused about how to win the game. Do not have powerful creatures, and the max damage I can inflict is 3, with Delver of Secrets. Almost all the creatures have the flying ability, but I'm not sure this would help a lot.
What do you guys think? I'd like to build a solid deck, on a Modern-budget basis. Please feel free to suggest any change on these cards or on the strategy. Any word will be appreciated!

So, for countering: Mana Leak + Familiar's Ruse + Spell Pierce + Redirect + Spellstutter Sprite; for disruption: Vapor Snag + Unsummon + Mistblade Shinobi (playing ninjutsu ability) + Skyline Cascade; for manipulation: Telling Time + Peek + Curiosity + Halimar Depths; for protection: Monastery Siege, choosing Dragons.
On the creatures side: Delver of Secrets (no comments for this buddy); Sage of Epityr (to manipulate the library); Jace's Archivist (to get/dicard hand); Faerie Impostor (to replay Spellstutter Sprite, Sage of Epityr or Mistblade Shinobi); and Triton Shorestalker (for some damage and for the Curiosity).
