So this confirms what will be the biggest change to the mechanics of the game since the introduction of the stack.
I'm pretty freaking excited about the new design space by the creation of colorless as a pseudo 6th color.
This is of course assuming this is real.
Aside from the rules change necessary to allow Wastes to tap for mana, and adding the option for colorless-only to costs, what exactly does this change that's so drastic? I'm not seeing it.
This adds a pseudo 6th color. It opens up design space beyond any change in recent memory, arguably since the introduction of legendary permanents. You can't underestimate the design space having colorless costs, and being lands and permanents have been making colorless mana for years, there have been generators since the beginning of the game. It's not as much a rule change as it is new design space. The amount of awesome new stuff we can have via colorless mana costs cannot be overstated.
Specific examples rather than "it just does"? I see no particular design space opened up by Kozilek costing 8<><> instead of 10.

10 filterlands, no guarantee they make the five enemy battle lands, and I believe that creature lands simply have too much text to make them into Expeditions
I can absolutely see this as properly replacing JAoT in forthcoming U/W/x control builds. His +1, while no mini Fact or Fiction, produces card advantage while protecting himself- the exact opposite of JAoT. Considering that I almost never +1 JAoT out out of the gate anymore, I welcome a Jace that protects himself better then the last one by having a loyalty of 5, a +1 that 90% of the time you'll prefer to use upon resolution, and -3 that bounces while still leaving him at a sturdy enough loyalty.
His +1 provides no CA at all (other wise it'd actually be okay). You "scry 1.5", but don't draw.
I really liked this build for that event, but since then I've gone back to maindecking Nightveil Specter and been very happy with it. Won FNM last week, including beating Monsters three times, so I'm pretty confident that Nightveil is the way to go.
I'm running the above list with the following changes at an IQ this weekend. If it performs as expected, I'll run it back for the Knoxville Open next month.
Come on MTG! all Black Mythics from M14 to Journey are not usable in standard! all cost way to much. I would appreciate at least one Black mythic that cost less then 6!
Maybe this could be a third Un set? Still kinda new to magic and that is my guess. Unglued, Unhinged, and now Unraveled because we have to unravel this message!
The angel is not silver bordered, art doesn't break the frame, not doing anything you can't do in a regular Magic set. Not Un.

what?
per @LengthyXemit on twitter
not drawing a card isn't card advantage
and not drawing a card is what this jace does
Great flavor. Great art. A sweet end to the storyline.
Absolutely not a rare.
