Point is everyone complains when there is a counterspell varient that isn't as powerful as Counterspell or some relevant card. What I don't understand is that everyone keeps complaining. Both cards are playable in their respective Standard draft/sealed/block formats. As for constructed I can only speculate.
Seeing as Annul is a reprint in Theros I don't see a reason to tack on all enchantments to this type of Remove Soul variant. And please stop thinking Counterspell will get a functional reprint. You are all delusional.

I think the Chimera is good at halting game winning strategy spells like, Genesis Wave from being played, as long as its out. It makes for a good roadblock card that is annoying. And with Homeward Path it will always come back to you.
It doesn't mesh well with Stormtide Leviathan which is what I dislike about it. I would rather have all my sea creatures meld well together. =/ Very mono-blue card for a theme deck, absolutely.
Debatable. Mostly I agree with Meloku The Clouded Mirror being the best at the time with Boseiju, Who Shelters All, Yosei, The Morning Star and Azami, Lady of Scrolls being close. Back when magic was slower Meloku was pretty hard to beat when it hit the field. Boseiju gave you the edge in casting during the Mirroden/Kamigawa standard. Yosei and Azami in their respective decks were pretty good at winning the game.

Legendary Serpent? Perhaps. Since the only other one is Taniwa in existence, its a pretty good excuse to make one. However, WoTC design serpents to be either high in cost or have the 'drawback' clause; sometimes both.
The best thing to hope for in Born of the Gods and Journey into Nyx is more playable "sea creature" types. In that way, this card would be more functional for those who want to make the "Sea Monsters" deck.
Blue's longstanding strength is it's instant speed response to problems that arise. They making it sorcery speed kinda kills the competitiveness of the card a tiny bit. To be fair if you are not playing against ramp decks its somewhat decent in stopping big monster decks. Although, It seems to be for people like myself who play casual monster decks using things like Shipbreaker Kraken, Stormtide Leviathan, Sealock Monster the new Tromokratis. Along with annoying cards like Venser, Shaper Savant and Archaeomancer.

Oh my god at that Whelming Wave. My dreams of having a Monster Control EDH deck is beginning to look pretty good. Stormtide Leviathan, Shipbreaker Kraken, Sealock Monster Tromokratis with Whelming Wave? Throw in Archaeomancer and things are starting to get pretty interesting.
I was already sketching that deck out for EDH post-JOU release. This is an auto-include. Maybe they'll actually change Karona's type to God and make it even better.

Mono blue i would only suggest if we ever get a new merfolk lord in this block
Agreed. We got 2 minotaur lords (Rageblood Shaman and Kragma Warcaller) and an elemental lord in Master of Waves and thats pretty cool. If we can get a merfolk lord or another blue elemental lord that would be pretty sweet.
A note: You don't shuffle the cards back in. They're put on the bottom of your library in any order.

This. The chimera works well if you are running bounce spells/enchantments. (Equilibrium, Venser etc)

Opt would be nice. Serum Visions is more likely.
