We should be focusing on all of the ways to use Gifts WITHOUT combining out, and there though there are many ways to end the game on the back of the card (like many others), there are many, many more uses for the card.
Honestly, as long as you are not planning to win via combo with Gifts, the card is simply fun and nothing else.
I think that this card is extremely deceptive in its power level because it seems more harmless than it is. Yes, as ProfessorWhen pointed out, there are other cards than can accomplish the same type of loop, but they require oher specific pieces or conditions/restrictions to work the same way. With Recurring Nightmare, it puts everything you need in one easy-to-use card, and I think it would also warp the game around it. (It would certainly warp the player who plays this card to play it as much as he/she could until it was dealt with as it is that simple and powerful.) This is what I believe anyway. And thus is why I don't see this card ever coming off of the banned list, regardless of how much graveyard hate is printed. But I hope I'm wrong!
I know that no "new evidence" can be brought up to the RC about this card and its interactions, but it still seems like maybe the RC is ready to let some of these old bans loose.
Prossh, Skyraider of Kher and Xenagos, God of Revels would be strong.
The Gitrog Monster and Azusa, Lost but Seeking or Titania, Protector of Argoth.
Zedruu the Greathearted and anything with black.
Teysa, Orzhov Scion and Oloro, Ageless Ascetic because no one does lifegain better than these two, and blue adds more combos for Teysa!

I'd also like to voice my agreement on the Marchesa + anything that gives counters combo.
Well, Avacyn is a Legendary, Mythic creature, and Stonehoof is just a non-Legendary, Rare creature... Also, if you compare every 8 CMC creature to Avacyn, then you're going to be disappointed 99% of the time...
Zombie Infestation + Phyrexian Reclamation + Phyrexian Altar + Soul Warden or equivalent + Teysa, Orzhov Scion = Infinite Gravestorm
Xiahou Dun, the One-Eyed + Living Death or equivalent + Phyrexian Altar + 6 or more creature cards in your graveyard = Infinite Gravestorm & Mana
Codex Shredder + Sun Titan + Living Death or equivalent + Phyrexian Altar + 11 or more creature cards in your graveyard = Infinite Gravestorm & Mana
The comparison of Iona, Shield of Emeria to cards like Winter Orb, Armageddon, Jokulhaups, and other "Stax"-type cards are very, very incorrect comparisons.
The big difference between Iona and these cards (though they essentially achieve the same thing), is that cards like Contamination, etc. aren't stapled to a 9 CMC Angel creature. This may seem like an upside to Iona's case, but I believe that for the purposes of the Commander's philosophy and banned list, it is a negative.
Sure, she costs a LOT more to achieve a similar lock with other "Stax" pieces, but she also achieves this type of effect with no other piece(s) required to make it one-sided. Also, and this is the main point I'd like to stress, she looks like a big, fun, awesome angel, so why wouldn't it be a fun card right??? But, then you play it and all of a sudden everyone hates you for it and no one is having anymore fun because they can't play cards (i.e. play the game of Magic) until Iona leaves.
THIS is the main reason she is a problem. She seems fun, but is actually just a "Stax" card.
What other card that is both easily accessible in every commander deck and is also played in over 90% of those decks has the ability to do this? Also, why is this capability acceptable?
Yes. This is the definition of the "warps the format strategically" criteria for banning. Not to mention that I believe she also hits heavily on the "creates undesirable games states/situations" criteria for being able to lock people out of a game in many different scenarios tat people have listed here. None of this says, "should not be banned" to me.
