The only problem i see with those decks are removal. In my local meta i run into a lot of them. If Feldon is missing, the deck is probably a lot weaker.
This list is based on a similar decklist by Tarasco. Since i like his decks and i think, the idea of a clone deck is really interesting i wanted to give it a try myself.
First of all, since Halfdane doesn't do much himself i decided to change the commander. The deck is obviously not much active but rather reactive. So i took Oloro as commander instead. Most of time i can only sit back and wait for my enemies to play stuff so it happened many times, that i was only playing a land and passing a turn, since the other players didn't really play something themleves. But at least i can sit back and count my raising live^^
As you may thing, the more my enemies play, the stronger becomes this deck and it tends to take the lead with a big bang. Like when someone played a Massacre Wurm he suddenly had to face 3 of them himself^^
I also play an amount of carddraw and tutors to get my beaters aswell like the Sphinx of the Steel Wind, an Ashen Rider or a Magister Sphinx, aswell as a minor blink-theme with Venser, Brago, Cloudstone Curio (don't own this one yet but it will take its place) and Deadeye Navigator.
But maybe someone still has a tip for me how to improve the deck
Well, i have to contradict about the Resonator. It is true, the card itself does nothing, when it is alone. But what does for example a Palace Siege do, when you have no creature in your graveyard? Both are supporting cards. Now you can argue, that you can also use the othder mode, but that is not, what you put the card in for.
And believe me, whenever i had my Resonator out, it was also in use. First of all, i use it with Kokusho, what the deck is all about. So you have like allways a target for it. And even without Kokusho out there, there are many other triggered abilities, you can copy. Like an additional card with Phyrexian Arena each round. Or drawing 4 instead of 2 cards with Skullclamp. Or destroy 2 targets with the Shriekmaw. And much more. And from the games i played so far, the Resonator was one of the most hated cards when on the bord.
About Sign in Blood and stuff. Well, some ppl run it but i still rarely see those. In my opinion, a phyrexian arena is more constant. But if you like running them, go on doing it.
I'm really happy to have a Gate to Phyrexia. I was thinking of running that card in several decks but it is really hard to get, since i never use MCM. But there are ppl here trading cards so i mostly get what i want anyway. And i was lucky, a person i know offered it on MCM, so i asked him and bought it directly without paying for the send or wait^^
I also finally bought a Damnation, Volraths Stronghold and a Phyrexian Tower since i can always run those cards in black decks^^ Good a pretty cheap damnation promo^^
I think all those cards are solid, except maybe for Strionic Resonater which I kind of dislike. I've been meaning to add Hypnotist to my list for the longest time, but I somehow always forget about the card. Mimic Vat is also super solid, I've been running it in the past.
Internal Offering and Necromantic Selection are both very fun, but not all that powerful. Selection is flavorful, but I don't want to have too many wraths and I much prefer the cheap ones like Toxic Deluge. You can usually always convert the extra mana into card advantage.
Altars are powerful, but they're not the kind of cards I like. They don't do anything when you have nothing going on, and on the other it's very easy to combo with them. I like to play with cards that have low ceiling but higher floor of power level.
Do you dislike the Resonator in general or just in combination with Kokusho? Because it is an extremly strong card. It wins games. It really does. Friend of mine is playing it inside his Aurelia, deck, which gives him 2 additional attack steps every turn. And in Kokusho, 5 life loss are bad, but 10 life loss every turn hurt even more. And when i get like 30 life every turn, its hard for them to keep up. Or 40, when we go for a 5-man round So maybe you don't like it, but believe me, the Resonator is a very strong and in my opinion underrated card.
I don't know about the Selection yet, since i never drew it up to now. Internal Offering did pretty well, each time i used it. Since you don't have to use the same player for the sac and trhe revive part. Just be sure to chose a player with the least threatening target in his graveyard or just empty someones graveyard before
About the altars. Well, it is indeed easy to combo with them, but since you don't run a combo, why bother about them in your deck. The more important thing about the altars is their ability of instant sac. Keep in mind that many of your sac outlets are only sorcery speed and you want to protect your general against stuff like hallowed burial or terminus. Or when you put your Kokusho into your mimic vat, he has to stay in exile in order to produce tokens. But if someone destroys your vat, while Kokusho is in exile, you won't be able to get him back. Ever. So if that happens, you need to sac another creature in response to make sure, youre Kokusho is back in your graveyard. And in Addition, Ashnod's Altar and Strionic Resonator are best friends
And why whould you ever run a Palace Siege, as long as there is Phyrexian Reclamation out there. Because of the life pay? 2 life, that's not much, especially in a Kokusho deck, but more important it is instant speed, like your Mimeoplasm wants my Rune-scarred Demon? I don't think so :3
Since i like playing Commander with the ability "This creature hates you, you better hate it back" (like Gaddock Teeg, Grand Arbiter, Mogis Staxx), Kokusho fits perfectly to me^^
(also nobody around here plays a Kokusho Deck, so its time :D)

So, im trying to build a Rune-Tail deck. Right now it has 113 cards + commander. So i need to cut at least 14 cards but i really don't know which i should take. Help would be appreciated
Also the average manacost is a bit high. It should be less.
Hmm, right. About the carddraw. I have some stuff in there to draw cards but it's not enough. Also don't draw them to often. Maybe there are other good card choices for carddraw i don't think about?
Do you ever have problems with mana screw? 33 lands seems like too few for a control deck. I would try and bump this up to 37 -38.
I was never realy mana screwed. But sometimes color screwed. I will add some more lands.
And i think Ronin Cliffrider might be also funny. Well, he`s no ogre, but hell...he is riding cliffs. Thats a 8 at the scale of awesomnes and I`m pretty sure, Kazuul is pleased

I think, maybe another good card to get the cards you want with Daxos might be Unexpectedly Absent
