Assuming it was player A who enchanted their own Auramancer with the enchantments, Player A will draw all the cards and get the Emissary creature. Act of Treason only changes control of the creature, not the enchantments attached to it.

The player can't choose an option that's illegal or impossible, with the exception that having library with no cards in it doesn't make drawing a card an impossible action (see rule 120.3).
Even if there was not a may you could still target an untapped permanent with an untap effect. Alarum for example, can be cast on an untapped creature. While this would not trigger Wake Thrasher or the like wouldn't I still be able to chose the untap function on an untapped permanent without the may?
The Whip's replacement effect only applies if the returned creature is leaves the battlefield going somewhere other than exile.
If some other effect tries to exile the returned creature, the whip does not interfere.
Though I think the zone has to be a public one. It wouldn't be able to pull Progenitus back out of your library, for example.

Obzedat and Aetherling are going to exile already. that's not "anywhere else."
