It's certainly an interesting commander. In my opinion, it's better than Sliver Queen and Sliver Legion. I'm torn on whether or not it is better than Sliver Overlord though. Indestructible vs repeatable but mana intensive tutoring. It's a fun problem to have.
Eidolon of Blossoms is aspirational. It could fill a role similar to what Kor Spiritdancer does in modern, as there are 26 enchantments in the main. Or it could stink, as your opponent is probably stuck holding onto removal. It might be better out of the side, theorizing that your opponent will side out targeted removal.
My fear is that there are too few creatures. With all the pumps and enchantments you are going to be all in on a creature without hexproof. You can get blown out by a single removal spell.
Yeah, I suppose it is worse than normal in this block, since everyone and their mom are packing heroic enablers. But even then, its still just a one for one. And it does have the versatility to abuse that for your own selfish reasons, as Wildfire indicated.
Even with the "down side," it seems like a huge uncommon bomb in limited. 5 mana to bestow +4/+4 is incredible. And since most things that target your creatures are going to kill them anyway, the down side isn't terrible.
Flavor-wise, it's cute how he works with Elspeth, Sun's Champion. She makes 3 dudes, he pumps them.
But he's not very good. I really wanted him to cost 3 or 4. I'd still rather play Ajani, Caller of the Pride. At least that Ajani can end the game the turn he drops.

Then don't target them with Gods Willing?
It could work well in the long game with Heliod, God of the Sun, which will give an endless stream of vigilant clerics to wield Godsend.
