Vitalize, Dramatic Reversal and Benefactor's Draught under Isochron Scepter are great ways to get repeated untaps. Dramatic Reversal + Isochron Scepter + Sol Ring + Kumena + 2 other merfolk = infinite draws. Cryptolithe Rites looks good here too.
There are a couple cards I'd consider. Gilder Bairn allows you to double one of your walker's loyalty counters a turn. I see that you have Rings of Brighthearth that allows you to double any activated ability which works well with Gilder Bairn and even fetchlands. I'd probably drop Utter End or Vindicate and replace it with Beast Within (I think the speed difference matters). In my version of this deck I run persistent crowd control over board wipes. I really like Spike Weaver when in play with Atraxa, Praetors' Voice. I also run Moat and Peacekeeper. I think most of these tend to last longer than the effects of Comeuppance which only stops one opponent at one point in time. I also think that Cyclonic Rift and Evacuation are worth a look because they are instant board wipes. Side note, the Ascension cycle plays really nice with Atraxa, Praetors' Voice. Luminarch Ascension is particularly useful in this build because it puts a flyer out there that can protect and attack (even if Moat is in play). As for mana rocks, I know these are not as showy and aren't as powerful upon resolving but Astral Cornucopia and Everflowing Chalice grow in strength each turn they are out with Atraxa, Praetors' Voice. They will quickly outpace the cost spent to cast them--just a thought.
[Puresteel Paladin] seems pretty good in this deck. Also, [Sword of Fire and Ice] seems to be an obvious choice. I run her as a pseudo voltron general. I run [Mask of Memory] and the other "draw when damage is dealt" equipment. As a mana tutor I run [Sword of the Animist].
If you are playing 5 color then it should be 10 shocks, 10 duals and 10 fetches. Check lands come into consideration when you are playing decks with less than 5 colors. The check lands help fill out the land roster in that case. However, in 5c, you have 10 fetches that can't grab check lands--they can grab shocks though.
EDH/Commander is basically all that I play. I thrive on building new deck lists. Plus, I'm a bit of a foil junkie.
This is my most recent EDH/Commander deck. I have had an incredibly large amount of fun playing this deck. It requires patience and control--something I have always struggled with being an aggro player.
The goal is to play and maintain your planeswalkers. This tends to result in a lockout with your opponents. Where they can't do anything to you.
I chose General Tazri because she is a bit deceptive upon first glance. She conceals the deck's goals and strengths.
It isn't a horrible card but I don't know how I feel about it as a general. Her effect isn't anything new either. Karn, Silver Golem did this first albeit in colorless and at a higher mana cost. Sharuum the Hegemon was my first ever EDH deck and I have always liked her for the artifact archetype. You could run Mycosynth Lattice and Memnarch and then use your opponent's Sol Ring to beat their face.
Is it possible that would get something along the lines of Horizon Canopy or Nimbus Maze, without the life loss, that checks mana symbols of permanents like Devotion?
Kind of like a check land but instead of looking for a basic it looks for colored permanents. If no permanent exists of the color it can't be tapped for that color. If no colored permanents exist it taps for a colorless.
There seems to be a plethora of great cards to play at 3cc. I know it's not a human but would Boros Reckoner work in this deck? I know that it is hybrid mana but I wouldn't have to move into red to make space for it.

Future Additions/Considerations:
I once ran Geist of Saint Traft and currently run Kemba, Kha Regent and Uril, the Miststalker. Sigarda, Host of Herons, Derevi, Empyrial Tactician, Godo, Bandit Warlord and Rafiq of the Many all make for great voltron generals.
On a completely different note, Kaalia of the Vast is very popular and powerful too.
It would be fun to see a Sneaky Survival version of Mayael the Anima. Using both Sneak Attack and Survival of the Fittest with the white being used for recursion.
Spot Removal: Detention Sphere, Chained to the Rocks,Unexpectedly Absent, Journey to Nowhere, Cyclonic Rift, Vraska the Unseen, Condemn, Renounce the Guilds, Celestial Flare and Devour Flesh
Mass Removal: Ixidron (kind of), Humility (kind of), Moat (kind of), Supreme Verdict, Terminus, Merciless Eviction, Nevinyrral's Disk and Elspeth, Sun's Champion.
