Okay, it wasn't Maro who said it - it was Gavin Verhey. Scroll down to "Building a Theme".

First and foremost, each deck has a planeswalker as its face card! Rowan and Will in Battlebond may have whet your appetite, and now it is time for the main course of the return of the planeswalker-as-commander mechanic . . . including the first ever multicolored ones!
This was pretty popular the first time. However, we did make one major tweak to their design. This time, none of them make emblems—we've heard a lot of feedback about Commander-focused planeswalkers making emblems and that being frustrating to deal with, so these characters have some quite splashy effects—but we're leaving the emblems to main-set planeswalkers.
But artifact and enchantment tokens are fair game. And it makes sense for Azor to create an enchantment token, as Azorius enchantments represent law magic.
Ah, I missed the part where "~ can be your commander" (probably because I have a tendency to ignore "~"). So I guess, with that in mind, you're designing by the rules. And I can see reasons for not wanting commanders leaving behind emblems, I just hope they don't do away with emblems on non-commander walkers.
In light of Modular—Sunburst, could there be Landfall Domain even though they’re just ability words!

According to Maro, players complained about CPW emblems being hard to deal with once they hit, so they've imposed a "no emblems" rule for CPWs. Artifacts and enchantments can be removed, and they have extra interaction with various mechanics. Plus, the idea of a lawmage creating an enchantment token simply tickles me.
Then it should be a Tribal Artifact Creature Enchantment Land that you cast so all colors can deal with it. I mean seriously, if that’s true, then it sounds to me like the green and white players have been crying about having black’s inability to deal with noncreature artifacts and enchantments and red’s inability to deal with Enchantments.

TheDrB - Rakdos should breath fire, not bless. Also, though it’s quite strong in Limited, it’s Uncommon. Otherwise, nice design overall.
Hemlock - Goodness this is strong. Yet seemingly balanced. A rather novel blend of the two colors.
Legend - You’ve done it again old chap! Easily the best custom card of the month on these or any forums.
Artorias - I’ve never been interested in Relentless Rats and company. But this I’d be interested in!
Fajen Thygia - Difficult to evaluate. Interesting that it can rid your deck of superfluous copies of legends that you have in hand or on the battlefield (in the case of noncreature legends, especially planeswalkers). Blue isn’t necessary whatsoever.
RaikouRider - I may be reading it wrong, but it seems like outrageously powerful one sided removal. It’s flavorful and worthy of development, but too good in the raw.
Jimmy Groove - This concept shows up every now and then. It’s still a good one though. This version is extremely powerful at two mana despite the (negligible) risk of removal. Vintage and Commander would be all over this and it would probably wind up banned in everything else. Early game it ensures you hit lands and late game it clears your deck of unwanted lands.
Algernone25 - I think you underestimated yourself. I very much like the idea of tribal affinity, and though the design is otherwise rote, it’s appealing nonetheless.
With the new mulligan, WotC should unban every card in Modern, simultaneuosly ban every card with “opening hand” in its rules text, see what happens, and start banning cards as necessary.

I’m easily confused.
