I'm pretty sure. Wizards had some difficulty coding the monarch (because they're bad at this.) So it got added rather late. As far as i know it's still all available. The C16 card should work?
Making house rules for regular playgroups is actively encouraged by the RC. But for those without regular playgroups, the RC and their banlist are a godsend.
Also, just for the record, I am extremely glad that the RC and not WotC has charge of the banlist. Though I was sad to see "Banned as Commander" go (Rofellos had a home in my Elfball deck, and Black Braids in my Kresh...), I follow their banlist, and it works well in our games.
I do not have a regular playgroup, and I consider the ban list to be worse than useless.
Does it stop overpowered decks? Not even close.
Does it encourage people to play a certain way? My experience is showing that this is also not true.
Does it almost arbitrarily limit deckbuilding? Damn skippy it does!
It got bad enough that I have simply stopped playing.
I'm actually fine with this serving as protection and hate depending on what you want from it, but it does need some wording that prevents flashbacked spells from being cast over and over. Maybe that part of it could hit only creatures?

Something that forces players to pay an energy each of their upkeeps seems like a decent compromise between a complete hoser and a balance check. Like, for instance, a curse type effect turning the enchanted player into an aetherborn sorta makes sense there.
Is it a good idea to actually follow through with this? Probably not because while the majority of the population voted for Hillary Clinton, the majority of states did not.
At this point, it would just further confirm the Trump base's belief that the system is rigged and cause an even bigger backlash in four years. If not earlier. And they wouldn't even be wrong. Hillary Clinton lost the election and Donald Trump is our lawful president-elect. Breaking the system when you don't like the result is the surest way to undermine the principles of orderly transfer of power and rule of law. It's exactly why it was so unconscionable when Trump implied he might do the same thing back when it looked like he'd lose. You can't beat Trump by using his tactics.
However, if you think something in the way we run elections is wrong, then please, raise your voice about that, because that's something that can be changed.
Also, you didn't use it, but i really hate the term "faithless electors." The institution of the electoral college now does not function remotely the same as it did when it was created,and electors were always intended to be able to vote however they saw fit and they weren't supposed to be a part of any party system.
if I've got flameshadow conjuring or flamerush rider, and I use their ability to create a token of a monster, am I able to populate those tokens, without them being exiled?
The populated tokens will not exile at the end of the turn.
This card is definitely a threat if not dealt with quickly. May do well in some sort of animate deck or control deck as this may force your opponent like reanimating a post from over two years ago? The argument you present is about your own comfort, so why is your comfort more important than the smokers?
Actually, the argument myself and many others present is for one's own health, rather than one's own comfort. I know this is a bit of an extreme example, but I'm not forcing people to let me carve runes in their flesh, why should I be forced to have my lungs tarred up from second-hand smoke and potentially my breathing stopped due to allergies?
I don't see anything wrong with having smoking / non smoking designated areas to accommodate both groups.

When this happens and we ban smoking outside, where will we put these smoking areas? Who will pay for it? How many does there need to be? How far should smokers have to go from their home or work to get to a designated area before it becomes an unreasonable inconvenience?
You may not smoke, you may not know anyone that smokes, but that doesn't mean there aren't still a lot of smokers in the country. If you're going with Thespian's Stage, make sure you play it right. When you copy it, you have to sac the original Dark Depths (with the counters on it) to the Legend Rule, then you'll get the Thespian's Stage one with no counters to keep.

They could. Either the clone effect or the sacrifice effect can be responded to and prevented with a strip mine. They could also respond to losing the last counter(s).

Totally possible with how things role in the magic world, but if pyromancers are being hunted down i would assume they are also fighting back. Hopefully we see some of that.
Completely different plane. Chandra was born on Kaladesh but the plane you are thinking of is Regatha, the one she fist walked to and has an order of fire monks. If we went to Regatha and found little to no fire magic most people would be upset.

I think it's funny that the plane that the main character pyromancer is from can't even print good red spells. Compare the red puzzle to any of the other colors. Seriously, 1 damage? Really? You can spend 5 mana to SHOCK something/someone? What the hell is wrong with just reprinting shock?
I do get that we have two decent to the face burn spells in standard already, but this is like... the pyromancer plane. One would think that the pyromancers would have better spells.
You find it funny but it is one of the biggest flavor wins in quite a while. Chandra was seen as dangerous because the plane has been working to suppress the dangerous side of red while embracing its non destructive parts full force. This is most certainly not "the pyromancer plane" this is as opposite you can be without actually being the opposite(cryomancers). This plane hates Pyromancers our beloved walker was hunted down for this exact reason, if that isn't a compelling story reason to tone down burn significantly I'm not sure what is.
