Although it's not an explicit rule, never has a card been reprinted in an expansion (non–core) set without new art. If it's coming back, it gets a new pic.
Portal/Starter and maybe some of those legends from Legends would be quite interesting and probably safe for the MSRP. It's not like those cards other than some of the tutors are in high demand. They're just really rare. It's not like, the other two functional Time Warps are serveral times better or something.
There's a functional print for ambitions cost in one of the portal sets that's worth a couple dozen dollars. There's your poster boy. Moderately good uncommon is worth more than most standard chase rares.
Wizards has stated time and time again that they give no consideration to the impacts of the secondary markets when deciding what will and will not be included in a set.
While I agree with you, I think it's a bit too black and white to say they give no consideration. The reserve list policy is proof that they do, just not for the vast majority of cards. They're trying to cater to every party, collectors, spikes, and casual players and doing an okay job of it.
if wizards releases an event deck with snapcasters in it it's because they want to squeeze as much money out of players before they ban the card. I'm not saying snapcaster needs to be banned, but they've done the same thing before with skullclamp and stoneforge mystic. Though skullclamp I believe was a genuine mistake.
You're looking at 2 good cards that were banned something like 6 or 7 years apart. You're drawing connections that aren't there. If Snapcaster is put in an event deck, it's because it's a competitive rare, not because it's going to be banned. For the 2 banned cards in precons, there are dozens to hundreds more that weren't banned.
