I'm not sure how this would work out. As someone previously said, tucking generals becomes disproportionately brutal. I'd suggest using the Duel Commander rule that lets you put a tucked commander back into the command zone.
The other issue I see is this gives ramp strategies a disgusting leg up on the competition. While I personally try to run as few tutors as possible for the sake of interesting gameplay, one of the main advantages of each color is its capacity to tutor. I don't know, go ahead and give it a shot but I'd try to keep your expectations low
That sounds really nifty, I'm going to go fiddle around with making a decklist online. Thanks for the idea!
The only monowhite commanders I've ever played with have been Hokori, Dust Drinker and Eight-and-a-Half-Tails. They were both fun... in their somewhat limited and very predictable roles. There are plenty of interesting legendary creatures in white, the problem is that most of them aren't half as interesting as commanders.
I always felt that a tutor in the vein of Demonic Consultation would be fitting for red, but it doesn't bother me all that much that red doesn't get much tutoring. The only irksome thing is that because of the singleton nature of commander, it becomes much MUCH harder for red decks to plan around single cards with unique effects. This becomes really limiting in deckbuilding, and stifles a lot of creativity. You can't run redundant Chalice of the Void (or any other niche card) effects, and not being able to reliably tutor for them is irksome.
Are we really trying to argue that blue has worse tutoring than red
lololololololol
Unless you're going out of your way to abuse it via some sort of shenanigans (cloning, blinking, reanimating, populating, whatever), you could find much better ways to spend six mana in Jund. Two 4/4s that do nothing but be slightly overweight aren't very impressive.
Prossh is pretty neat and might be the Jund commander I was waiting for. It's a shame you can't sacrifice him to himself though.
I'm feeling a bit uneasy about Theros from what's been shown so far for pretty much the reasons Jiv gave. I loved how Kamigawa still felt very "Magic", and I'm just not getting that vibe from Theros at all. Hopefully it's too early to tell and Wizards makes a great set.
Warp World is a win condition. If someone plays it, they're either aiming to win the game in the very near future or they're "that guy". In either case, you shouldn't feel bad at all for responding to him and making your own gambit for the win.
I'm fine with seeing hulk go, but I'm really not a fan of the Winter Orb ban. I don't feel it was too powerful at all, but that might be a bit of personal bias creeping in.
The problem is that the best solutions to ramp are all frowned upon... by the players playing ramp. EDH is top heavy towards players that play ramp-style decks; it's a bigger, splashier format by nature. People see nothing wrong with vomiting lands on the table, but take issue whenever you clean that right back up.
I draw up and discard lists for those two probably once a month. It seems like such a fun idea, but once you get down to actually figuring out how to make a decent mono blue aggro list it becomes pretty miserable.
Anyways, of the ones you provided I'd go with Uyo. She can do a lot of fun things. My personal favorite for monoblue is Patron of the Moon; it's really like nothing else. I'd also second the recommendation for Taniwha, he's really something.
I'm going to test it out in Godo at the very least; hopefully it'll open up some interesting new possibilities grabbing two pieces of equipment at once. As well as a possible third attack phase!

Although, I always thought Yomiji, Who Bars the Way might have some interesting potential.

Which is, as always, a social issue.
Vigor and Mana Echoes go infinite with Ulasht without the need for Doubling Season.
