Pure conjecture on my part: it had haste at one point during design or development and they got rid of it. Why? Because it's there are a Raid enabler and a ferocious enabler. With haste, many people, especially new players, are going to swing with it right away and lose it, before they have the chance to get the raid/ferocious benefit off of it (they've already used most or all of their mana playing it for the turn). By having it stick around a turn, those new players are going to have that "aha" moment when they realize that either A. they can attack with it and play a card in the second main phase with Raid not that their lands are untapped; or B) realize that they can hold it back and not attack with it at all to keep ferocious turned on. Well considering in Magic bears are known simply for the fact that they are 2/2 and there are plenty of humans(albeit legendary or otherwise) that are 4/4 or greater, I didn't think it would be too much of a stretch to imagine that at one point those values were reversed.
