When online I like to test Storm and Twin (both which I also have in paper) for Modern PTQ preparation. In the game description I type "competitive, tier 1 only please".
Very few people actually bring tier 1 decks. They don't even bring tier 2 decks (honestly I wouldn't mind if they did bring tier 2 decks, at least those will show up in the PTQ meta in significant numbers). They often bring super-jank. I have been polite and played one game against them, but now its starting to become a waste of my time, so I just kick them from the game when I see they are playing tier 5 BS. If its an unusual deck I even give their deck time to prove itself.
Whats wrong with the online community that they don't respect game room descriptions?

90% of people on mtgo probably don't read comments.
Why not? Oh and this pertains to cockatrice and MWS (does the same problem happen in MTGO?). Just noticed this was the general Magic online forum, so if this needs to be moved I must apologize mods.

Playing with people you know or a group and utilizing online workspace is fine. Playing against random people is far from ideal and absolutely worthless. The only way that you can test with randoms is if their is some stake. Testing on modo is probably the ideal testing ground and if you are serious about it you should do it.
Even if they did bring a obviously tier one deck you have no idea of the pilots skill level and if they arn't just making horrible misplays over and over.
Ive had the opposite problem firmly stomping someone with something like competitive only with a pet deck and then getting rage kicked, or just as often playing what I consider a tier 1-1.5 deck only to enter a room with someone who is like a month behind in his meta knowledge and spazzes out. "Mono green aggro wow thats a stupid and bad deck idea" kick after turn 3 the same day it posted scg results was one of the most hilarious/sad. I bet you could even sell your less favorite of the two and get matching copies of what you want to play if money is an issue.
Average skill level of people on MWS or cockatrice, and MTGO tournament practice room is like FNM level. Don't play in these areas and expect good PTQ practice imo.
You know what needs to stop? Thread titles that don't explain what the thread is, especially when they're useless sentences that end in "..."
That aside, most of these people don't know what a tier 1 deck is, much less whether or not theirs is. Or they think it's tier 1 because they're SUCH A GOOD DECK BUILDER LOL!

The amount of players who don't bring competitive decks to the table is probably more realistic than you realize, and the amount of Magic players worldwide who don't know/don't care about the competitive scene is probably higher than you realize in your own little competitive bubble. If you are serious about playtesting I would buy a deck on mtgo and play in some of the daily events. You can buy the storm deck fairly cheap on mtgo.
