Yep. Improving your overall card quality creates card advantage. When it is repeatable, even better. This isn't going to be played in Standard, but it could be good in Limited if the format is a good speed (which one can only hope, otherwise Monstrous creatures will be a bit of a flop).

I am probably every color-combination it is possible to be, though it's really hard to figure out what it would mean to be 4-colored....it doesn't seem logical to be 4-colored without being 5-colored.

Definitely. Over time, that improvement in card quality and reduction in variance on your draws is huge.
I like this kind of card. It's not good in every Limited deck, but if you know you're playing a slower deck that's going to be playing a lot of defensive creatures to hold down the ground in the early/mid game, the card becomes quite good (your Horned Turtle/Voidwielder/etc starts scrying in your opponent's end step, letting you yes/no your draw every turn without diminishing the utility of your creature).
(And obviously I'm just talking about Limited here, but that should be, well, obvious. The vast majority of the cards in a booster pack, in every single set in the history of Magic, has been for casual constructed and/or Limited, so I don't know why players who exclusively play sanctioned Constructed formats are still complaining. Booster packs aren't for them, and never have been)
