On close inspection, it really doesn't.
Jace's cloak and shirt don't match up to that and the female is a lot more dressed than Lili usually is. Aside from that, she's missing her crown.
I guess you are correct. Yes, there might be slight differences with the regular Jace and Liliana artwork, but overall they are clearly Jace and Liliana.
Remember when Innistrad was first announced and people claimed it was not Liliana in the picture?

Just because a character has a hood doesn't mean he's Jace anymore than being a woman makes someone Liliana. If we were going entirely by hood, there would be equal chance that's Elspeth in the phenomenon.
If you'll remember back to the same picture you referenced, people claimed that Liliana had killed Baron Sengir. That panned out about as well as those who claimed it wasn't Lili in the pic.
Secondly, Liliana doesn't wear anything like that with buckles.
Thirdly, who is that guy in the background?
But anyway, Tidings phenomenon means more fuel for casual multiplayer decks to pull out their shenanigans. And if there is ANYTHING that multiplayer-oriented casual decks are known for, it's those.
I approve of this phenomenon.

It is fine to have beliefs. It is idiotic to think that they are in any way significant.
I use the Duels Of The Planeswalkers layout, though I'm right-handed and keep my deck and GY to the left. I dare you to ask me how tempting it is to hold flying creatures in a floating pattern over the table.
That is without a doubt Liliana. I want to say opposite her is Jace but the armor and lack of patterns makes it tough. Still a high chance though, and the guy in the background is the third wheel (the guy from Agents) to Jace and Lili's date.
Red should be burn, Goblins, Dragons, draw/discard, and Standard-unplayable 5CMC cards with insane, lengthy effects that take 10 minutes to figure out what they do and another 20 to actually make their effects work on the field.

That top isn't Liliana's. It has more in common with Chandra than Liliana's dress.

Just some random walkers to my eyes.

Pretty cool card all around.
