Want to play a blue control deck that isn't delver. i think slivers can be a powerful force, 3 on board and you have three 3/3 unblockable flyers. jace for a late game wincon...enough counter and draw to stop your opponent from doing anything...should be lights out pretty consistantly.
The problem with them is that by time you have three out it'll usually be turn 4 at earliest, by which time your opponent will likely have combo'ed out or managed to have locked you down.
Due to the lack of creatures in Vintage Winged Sliver and Shadow Sliver are redundant outside of the GW hate bears matchup, so some more aggressive or protective Slivers would be a better choice for those slots (Crystalline Sliver comes to mind for the latter).
Also, Accumulated Knowledge is unfortunately too slow for today's meta. Brainstorm's still worth running though, so that can replace one of them.
Your mana base can be made to be more disruptive - the Hallowed Fountains aren't particularly necessary with fetch lands and Tundras already in there, so Strip Mine and Wasteland would likely be better choices.
You could also look into Null Rod or Stony Silence beings you're running so few artifacts.

i like accumulated knowledge better than brainstorm with snapcaster. jace has a brainstorm i can use...

that being said...im not married to the deck thats just my inner monolouge when making the deck choices, i accept that i can be wrong. and your criticisms are noted and shall be tested. thank you.
Dredge is an especially bad matchup for you as they are going to win on 2-3 without casting any spells - or strip your hand with discard before they do. This might be helped by the addition of a sideboard.
I too am going to agree with BlackVise's advice for the most part. AK is not good enough, especially without something like intuition to back it up. Something like Impulse could be good in that slot instead. I also think brainstorm should be in the deck.
I'd cut the shadow slivers. between the sinews and winged slivers, you'll probably have enough. maybe move the winged slivers to the board and put in crystalline slivers instead. I also think mana drain is not very good in this deck. you don't want to be holding up 2 blue every turn for drain, you want to be playing slivers. flusterstorm is probably better. I would consider cutting the drains for flusterstorm and cutting either the spell pierces or missteps for 2 Steel Sabotage, since it think your MUD matchup might be pretty bad.
As for the dredge matchup mentioned before, it's not worth worrying about game 1. just put 4 Leyline of the Void and 2-3 grafdigger's cages or something in the board.

its hard to not sound like you are not taking advice on here. i want to say why i made my choices but not sound like im not giving your opinions any value. i think me saying why i made my choice comes off as "i didnt want your opinion, just tell me my dekc is awesome" when that isnt the case. im very new to vintage so this is great input from you guys.

yea the sideboard will be done by someone else. a vintage regular.
Back before the instant speed kill that Flash used, the deck used Virulent Sliver as its kill. I would consider putting them in the deck and figuring a way to get them out.
I think it might be worth going a different direction. Playing just Mono Blue Slivers makes Force better and you get to play with 5 Wastelands. You're also able to play more 2 CMC creatures and can try AEther Vial to make countermagic better and lets you steal games against bad players by vial'ing in creatures. The mono blue pumping creatures should be adequate too, there are 2 lords that give +1/+1 and islandwalk which is a lot better than shadow in my opinion
I'd recommend starting by replacing all your Winged Slivers with Galerider Sliver. A bit surprised no one caught this yet, unless there is something I'm missing.
I'd ditch the AK as well, since you aren't running the usual Intuition engine, or anything that would help boost its power really. You could replace them with Brainstorm, maybe Preordain. Or put in Aether Vials so you can save your mana for countermagic.

Can you counter threats, sure, but many times they are going to counter back and their spells are going to win them the game on the spot.
Remember that Vintage there is very little blocking or creatures that interact with each other so you might be served by other creatures better.
Brainstorm, Mystical Tutor, Merchant Scroll and Preordain over AK. AK seems like an non-bo with Snapcaster.
