I have a play set of Force of Will, but not a lot of money to spend on a deck so I was hoping for some potential budget deck suggestions. I know this could change a lot when we know what will be in Eternal Masters, but I wouldn't mind starting to think about it now and get a head start.

I'm fairly confident I will think of something to say. Active Player: 1994-1999, 2016-
Fish (Merfolk) can be a pretty budget deck. It's not dependent on Power (though a Sapphire and a Lotus can't hurt, and Ancestral and Walk are great if you have them) and it can run Null Rods to shut down opposing Moxen. It doesn't require any dual lands, and most of the deck is cheap.
If you've got Volcanic Islands, UR Delver is a pretty cheap list. Again, it benefits from power if you have it, but it isn't dependent on it (certainly not in the way that decks like Storm and Shops are).
