Diffusion Sliver is alright as a budget substitute for Crystalline Sliver. It fills similar roles with making targeted removal not cheap. Your mana curve is really low, so 24 lands seems a bit much. Also, with 4 Transguild Promenade and 4 Evolving Wilds, you have a large portion of lands that do nothing the turn they are played. I would suggest taking it down to 20, as you only need 2 lands to play anything. You can replace the land with something like Spell Pierce for protection or Sinew Sliver to jam more damage.
Transguild Promenade and Evolving Wilds are super slow. If you reduce this to three colors (WUG) instead of five, you can streamline your mana quite a bit and not have to worry about running such slow lands. Ancient Ziggurat is another good land for casting all of your slivers, though it's right near the top of your budget limit for cards at $2.50-3 a copy.
Since they are in standard right now a few on color fetches might be inexpensive, tradeable and upgrades to City of Brass if you do go the 3 color route.
Wildfire's list is definitely getting closer. I have a few suggestions from my own 5C aggro build.
Hibernation Sliver provdes rather sweet protection against sweepers or any other at-the-worst-possible-moment removal. I came around kinda late on this guy but he has proven his worth more than once. Given how many anthem effects you can run here, there is a high likelihood you will be able to spare a few life points, crush their dreams, and then finish them off shortly thereafter once you re-stabilize. Card is very strong.
Given the rest of the deck's aggressive focus, I'd certainly consider replacing the non-threatening Plated Slivers with Leeching Slivers and Bonescythes seem pretty unnecessary too.
I might replace Diffusions w/some kind of card draw/filtering or maybe Gemhide Sliver but I've never actually played with them (Diffusions) and I don't know your meta.

4 Diffusion Sliver
2 Harmonic Sliver

If you have the cash, Cavern of Souls, Gemstone Mine and Mana Confluence are great upgrades to the Citadel/Ziggurat/Basics.

I agree about the Leeching Sliver addition. The ability isn't quite Thorncaster sliver but it's on a much more aggressive body.
Maybe a single Necrotic Sliver just in case you *have* to blow something up?
EDIT: Just found out Necrotic is like 4 bucks. Price crept up on me while I wasn't paying attention, sorry.
