I really wish it triggered off of non-creature spells instead of instants and sorceries, so that Moxen would trigger it. Having to hit four actual spells before it does anything is rather brutal.
I played against a TiTi deck this past weekend at a 16 man vintage event. it was promising. I was able to hang on this STP and Supreme Verdicts but I could see the deck getting out of control quickly.

I think that if it had that restriction, it would be one of the best creatures in the game. I mean, it would easily be a 7/8 turn two or three in any blue deck, and functions as an aggro-remover.

Clearly. But since we're discussing Vintage playables, asking for something to be one of the best creatures in the game to be worth considering seems fair.

I do like how it's a Young Pyromancer/Monsatery Mentor/Tarmogoyf-type creature available in mono-blue though.
