I have been playing Stasis for about 7-8 years. I have tweaked this deck over the years. I've noticed with this deck I need options in order to win that is why there are odd number of cards. I have a high percentage of wins with this deck.
Explanation of why each card is in the deck:
Stasis: Duh its a stasis deck therefor I need 4
Frozen Æther: Needed for Stasis lock. 4 was too many therefore dropped down to 3
Chronatog: Needed for stasis lock
Black Vice: Took out 1 chronatog and replaced it with this guy. (Options)
Howling Mine: Used to draw more cards to feed my thirst for cards and also Forsaken City
Jace Beleren: Took out 1 Howling Mine for this guy. Good drawing and also has a mill effect. (Options)
Gush: Only one because well it was restricted, not restricted, restricted, not restricted... so screw it only one.
Echoing Truth: Great bounce spell (Options)
Boomerang: Great bounce spell and good for pesky lands (Options)
Chain of Vapor: Great bounce for stasis and I can also bounce something of my opponents if need be. (Options)
Arcane Denial: Good counterspell with a bonus of drawing an extra card to replace the counterspell
Counterspell: The original counterspell... again Options
Force of Will: Need I say more?
Muddle the Mixture: 1, I can transmute for stasis or something else for 2 casting cost. 2, I can counter a spell. (Options)
Demonic Tutor and Vampiric Tutor: Two of the best tutors in the game, thus the splash of black
Ivory Tower and Zuran Orb: The way this deck plays, the games I did lose, I lost because I didn't have a few more life points. Thus the two cards that allow me to have a little extra life. (Options)
Isochron Scepter: I first had 3 Scepters in the deck but took most of them out for other cards. I still kept one for options b/c it is freaking awesome to have a bounce or counter on a stick.
Sol Ring: Good mana acceleration for blue.
Forsaken City: I had 4 at first but took one out b/c having 2 to 3 F. Citys on the board kinda sucks... (Also it taps for Black)
Reliquary Tower: Replaced spellbook, it gives me a land and the same ability. (Options)
Underground Sea: If I had 4 they would all be in this deck but since i only own 3 and don't plan on buying a 4th one, I have 3 in the deck.
Island: It's a blue deck....
(If I could afford any of the power nine, they would be in here... I'm a broke high school teacher so yea, I don't make very much money to blow on only ONE card lol)
If you notice, most of the cards in the deck are really cheap to help when I do play stasis.
