By definition of the card it is not used when not playing for ante, and if you were in an event you wouldn't be allowed to play for ante anyways right?
Among other reasons, you don't want to allow someone to stack 20 ante cards in their deck, then get them "remove them before playing if you're not playing for ante" and get to play a deck that is effectively 40 cards, especially when P9 and others are involved.

Unless I'm missing something, you forgot your win condition. Trade wraith for banefire, blue leyline for white leyline, and opt to be on the draw. White leyline for the rare occasion that someone could T1 recall you.

Anticipation allows you to win in response to anything they do to try and disrupt/kill you (if you cant Pact it). Sanctity only helps if they have a Turn 1 kill (Anticipation=win in response) or if they have Duress (Ant=win in response). Anticipation also allows a Turn 1 kill before they can react both on the play and the draw, instead of just hoping you win the die roll.
I also forgot about Channel/Wraith. I'll see if I can fix that.

You have to present a legal, 60-card minimum deck to your opponent, or you will get a game loss. If I load a deck full of ante cards, take them out before my match starts, and then present an 8-card deck, I'll get DQ'd.
I was thinking about that too. I'm not a judge, so i don't really know. The ante cards say to take them out before playing. When are you considered to be playing? And when do you have to present a deck of at least 60 cards to your opponent relative to when you are considered to be playing?
You're playing when you roll for first. If you haven't removed the ante cards by then, it's too late. If you do take them out by then, roll for first, shuffle, and present your >60 card deck, it is illegal.

MTGO doesn't have a fractional ticket because Wizards legal don't want the tickets looking too much like currency.
However, AFAIK none of the actual gambling (money in, randomized digital goods out) in a lot of microtransaction-based MMOs have led to prosecution for running a raked house gambling game targetting under 18s.
Still, ante makes games much more unfriendly once the cards being anted become worth non-trivial amounts of money. Had single cards stayed $10 or under this wouldn't be an issue but that is no longer the case.
