I've heard about it's power in the metagame, but I have seen very few references about it online. What exactly is Serra Stax, and what makes it different from other Stax decks?
Serra Stax is an inside joke from a previous thread on salvation. I'm not sure where you heard about its "power", but being a joke that I created I can assure you that you need not look into anything.

Is he gone? Good. Almost had to reveal the ultimate undiscovered vintage deck, SERRA STAX! That was freakin close... Someone better plug the leaks we have in vintage security, I thought we had convinced everyone that gat was the best deck in the format? Damn...
As a note, I dunno about "Serra" Stax in particular, but there is an Angel Stax list, it's a (typically) mono-White Stax build for Legacy. It's basically 'Geddon Stax, I dunno if there is a Vintage counterpart, though (there should be!).
This is vintage, and right now there are the following decks, for those interested:
GaT (play this)
Flash (play this if you really don't have any playskill)
Goblins (play this if you don't like the above two decks)
This format is essentially a 1 deck format, and the only reason everyone isn't playing GaT is because they aren't good enough or don't like it for impractical reasons.
If WotC doesn't re-restrict Gush they really don't care about this format. Flash should be axed as well, and maybe even Scroll if they really don't want to worry about the archtypes showing up again.
I mean, stax, b-man, fish, they do exist, but you'll have to be really good at playing them and don't expect to do consistently well.
Don't make me laugh with Angel Stompy, that deck isn't even tier one in legacy, it plays with creatures that attack and nothing else and equipment. You honestly expect me to believe that it even has a chance? You're relying on a win con that is completely obsolete with disruption that really isn't effective anymore. The top decks require 2 mana to go off (flash), never even have more than 2 lands in play at once, and can bounce in rsp to any land based disruption (gat, not to mention huge dryads that laugh at your angels), both of which are completely unaffected by a 3W Sorcery, and anything that costs that much needs to win you the game.
I think boiling the format down to only 3 decks based on their particular hype at the moment is unwise. Flash and GAT have proven themselves at waterbury to be strong decks, but they were not the only ones performing. Look at the T16 for Day 1,
4 GAT
3 Flash
3 Bomberman
2 Stax
1 Fish
1 Oath
1 Tog
1 Gush Tendrils
These results make it obvious that other decks besides Flash and GAT exist. I would agree that Gush and Flash are powerful cards, worthy of restriction but they are not the only viable decks in the format.
Goblins has been putting up good results recently and has gotten a lot of hype; but I don't think it has proven itself anywhere near to one of the top three decks.
As for Angel Stax, that particular deck isn't competitive but the concept of a Fish/Stax hybrid has been proven to be strong
