I've been an advocate of using more Fire/Ice in the main. And you definitely need 4x Null Rod maindeck.
Fish is both a cheap and competative choice, few other decks can compete in tems of sucess per invested dollar. The deck's main strategy is that of, as lightyears said: cheap control/combo killer.

The first fish deck was Nicolas Laberre's metagame deck at Pro Tour: Rome. He lost to Tommi Hovi's Academy deck in the finals out of pure bad luck, considering he had beat Academy nine times before in the tournament.
Fish is and always be a metagame deck. In Type 1 this year, it came up as a metagame choice to combat Control and all those crazy Workshop decks popping up. Also, it's a great deck to use in five proxy tournaments, since it uses very, very little power.
I am in favor of cutting the MisD for Fire//Ice. I never really belived that MisD was that good in fish, and Fire//Ice is no question better. Also, I would cut 2x Daze for 2x Null rod.
fish is probably one of the best unpowerd decks.. nothing more..
