Just because your blue isn't aggressive doesn't mean, that the card sucks. UW Skies is a widely run archetype and this card is pretty perfect for that. It's great to finally get a cheap removal in blue, rather than yet another undercosted black removal of which there are already plenty.
I highly dislike straight up card disadvantage like Unsummon-effects in cube. You are simply not as fast as a focused constructed deck and the card disadvantage will often come back to haunt you later.
White doesn't really have a lot of 1 mana removal either. You can also run your agressive blue fliers outside of UW.
You could also say, why run removal in any other color except black and red. Even though there may be better alternatives in other colors doesn't mean you shouldn't play a card in a color, that might be lacking that type of effect.

I agree vapor snag is often not a permanent solution to many problems. Just a turn or two delay.
I also agree with CatParty that the effect does start to bend the color identity rules, but I will take it happily. Its still an aura that can be bounced or disenchanted, which is very blue.
we had that discussion before, i dont include ***** cards to soften the color wheel, but rather add to their strengths. which means: blue is not an agressive color. imagine running horrible aggrocreatures and crappy removal in blue, replacing premium draw and counterspells or combopieces.

The last time a new counterspell got printed, that made it into my cube was Condescend, which was printed originally 17 years ago and the last time, that Mana Leak got reprinted was in M12. The "blue color idenity", at least in limited, is a little bit outdated. I don't really expect to get any more playable counterspells at common rarity and even most of the UC and rare counterspells aren't that great, there are simply no alternatives.
We've had variantons of Claustrophobia in pretty much every set over the last years, but most of them were just so bad compared to Pacifism, cause of cc3+. Narcolepsy was the only exception for a long time. I like the fact, that they decided to make a more competetive version.
As Al said good cheap countermagic isn't getting printed much of late. The most recent decent countermagic printed was Quench which is worse than both Miscalculate and Mana Leak. So a lot of what made blue historically good isn't getting printed for Standard-legal sets and creatures have gotten much better so the colour pie has shifted to compensate. Black can directly deal with planeswalkers these days rather than it's shtick being just creature destruction. Not that planeswalkers mean much to Pauper.

I don't see how Bind the Monster breaks blue's identity.
Tapping-and-not-untapping has been in blue like forever. Being dealt damage, or paying life as an additional cost-ish? I think we are way past the times where that was black-only. Extending it to blue-black-red seems logical. Also, Phyrexian-blue mana has existed for a long time.

With the full spoiler out, I quickly want to summarise the set. For me the cards, that are intersting from this set are: Behold the Multiverse: A very solid card draw spell. Very likely to make the cut. Sarulf's Packmate: Card advantage for green is always welcome and this one is obviously no Llanowar Visionary, but very solid none the less. Very likely to make the cut. Bind the Monster: A blue sorcery speed Vendetta. Very good for tempo decks. I will try to find a spot, but not sure if I can. Blue is stacked. Bound in Gold: I've cut Arest a long time ago, as there simply aren't that many threatening activated abilites. The fact that this can also hit noncreatures is really nice to have, but I've cut down on artifacts and equipments very hard, so it is unlikely to make a difference. I prefer the 2 mana pacifims and Recumbent Bliss/Faith's Fetters. Even though I'm not looking to include this, I felt it was worth mentioning.

Sarulf's Packmate 3/3 for 4 are pretty bad. they dont have enough power to be agressive and not enough toughness to work on defense. id rather liked a 2nd Rhox Oracle

as said only card ill add is Master Skald a 4/4 for 5 is already solid in white and on that turn it will be easy to exile a creature and get back an aura or something.

Oooh, Master Skald slipped by me! I like this one. As you say, great way to get back that pacifism to swing in for the win.
Ravenform Cost the same as claustrophobia, but gives them a 1/1 flier? You knock things like Kasmina's transmutation and frogify, but this which costs more and gives them a flier is better? Yeah... sure.
ravenform exiles the target (and hits artifacts), so its not as easy to deal with as enchantment based removal. you guys dismiss what is basically a blue oring.
wotc is trying real hard to equalize all colors, until everything is (in) blue. i play cube to avoid that ;-)
I haven't seen people really play afterlife for awhile. And the artifact portion is nice, but not super relavent in pauper, not really any back breaking artifacts in pauper.
But everyone gets to make their personal cube as they see fit; one great thing about them.
