Having seen LSV's first C21 draft, I am definitely tempted by Furious Rise. It doesn't require that you consistently draw cards that have high power like Garruk's Uprising; you get the benefit just by having a creature like that around (including approximating the 'draw a card when this card ETB' on Uprising). Red also has fewer ways to get card advantage, and that's a pretty decent one that is easy to get online.
Maybe if your cube is really slow and low powered?
Nevertheless, there are only 25 cards in my 360 cube that trigger it and only three of them are in red. Most of them are cards that if they stick on the board for multiple turns you're probably ahead anyway.
The reason Furious Rise can be good in M21 is because it is not such a fast format as most C/Ubes (there were games in which LSV first play was Furious Rise on turn three and he still won after playing his first creature on turn 4 or 5 with the card advantage from Rise. That will almost never happen in most C/Ubes.). Moreover, M21 has cards with 4 power at 3 mana like the Giant LSV had 3 of. Those are unplayable in most C/Ubes.
Cards that need to be in play for three turns to pay for themselves (and in this case also have a 4 power creature) are only worth it in slow environments.
M21 has had a big impact on my peasant cube. I don't think there has been a more interesting set at least for my list. I ended up including 20 (twenty!) cards and I am confident that most of them stay for quite some time.
White: Seasoned Hallowblade - strong aggro card Basri's Solidarity - powerful in the +1/+1 counters deck, always good with creatures but potentially dead with no board
Blue: Shipwreck Dowser - Fits well in the izzet spells matter archetype but should be descent almost always Waker of Waves - Perfect piece for the dimir reanimation archetype. Puts itself +1 into the yard and draws you a card. relevant static ability, too.
Black: Silversmote Ghoul - fits quite nice into the orzhov lifegain/drain theme Liliana's Devotee - paying 1B for a 3/2 zombie token seems strong, not 100% sure it has a bright future. The lord effect is added value but not the reason for inclusion. Goremand - New black curve topper. Reanimation and Aristocrats should be very happy with this Village Rites - turn a creature into 2 cards at instant speed and gain a sac trigger - count me in. Malefic Scythe - This is in testing mode - seems strong enough.
Red: Heartfire Immolator - Nobrainer. Staple 2 drop in red. Kinetic Augur - Good spells matter card Havoc Jester - Maybe too parasitic but there is a lot of sacrificing going on in the cube. Has to proof itself though.
Green: Quirion Dryad - Selesnya is all about +1/+1 counters. This is genuinly strong in 2+ color decks. Llanowar Visionary - Talking about staples: I dont think this is going anywhere anytime soon. Warden of the Woods - A more interesting top end card for green, looks promising. Wildwood Scourge - More +1/+1 counters greatness
Dimir: Obsessive Stitcher - As dimir is the reanimation archetype in my cube, this fits very well.
Rakdos: Dire Fleet Warmonger - Rakdos is the home for aristocrats, this card could find a permanent home there. An aggressive sac outlet. yay.
Izzet: Experimental Overload - For the spells matter archetype this seems like a no brainer. Triggers prowess, makes a dude, gets back the best spell. This is so good.
Selesnya: Conclave Mentor - Yet another perfect fit for an archetype. Selesnya is about +1/+1 counters.
It's always nice when a set brings new live to ones cube and M21 was definetly the set for me. Now I only need to convince my wife to draft it a few times

Cytoplast Root-Kin and Wildwood Scourge are a bit of a combo. The former can siphon off counters from the latter for as long as they both shall live.
