Lol, the land system is one of the games best features. Yes you can lose to variance but in a card game it's not really possible to prevent that. It just happens that land problems look and feel worse than other rng issues you could face in the game. Lands add waaaaay more to the game in terms of strategic depth of deck design and gameplay than they take away from it.
Disagreed. It is possible to avoid and many modern games design away from this type of thing. Magic is unfortunately stuck with it, and there's really no good way to change that. The color wheel was a good design, but randomly losing the game to too many or too few lands is definitely a design flaw.

Nope, it's absolutely atrocious.
There's a huge difference between "lose to variance" and "can't make a single relevant decision due to variance" and the fact that the Magic's core resource system is randomly shuffled into the deck causes the latter to happen way more than anyone should ever accept.
Only if you are already the monarch, which seems like a big ask unless you really warp your cube around monarch effects. You'd better pick up that mic.
I have been running Palace Jailer and Knights of the Black Rose, and while I have seen Knights get picked a bit more, I suppose both are pretty good cards. Knights is big enough to deter attacks, and, in a b/w control shell, he will usually take over the game relatively quickly because the opponent won't have creatures to attack with. It is, however, very prone to blowing up in your face. Giving the aggro deck 2 or 3 turns of being the Monarch usually gives them enough of a lead to close out the game with burn or removal of their own. Interesting cards, that's for sure. That's why I like running them.
I have Palace Jailer and Thorn of the Black Rose in. Still awaiting results as I do not think either was in the pool when we drafted for the first and only time (thus far) after Conspiracy 2. I had actually forgotten about Knights of the Black Rose so if the rest of the Monarch cards play well, I might use that one as well (just recently cut Maw of Obzedat for Unburial Rights).
Was there any major discussion on Marchesa's Decree? It cantrips, generates card advantage if you're not losing and helps kill your opponent if you are. It seems reasonably strong.

Draft it on Cubetutor here, and CubeCobra here.
Treasure Cruise did nothing wrong.
My 540 CU/be thread
It's been fine, good late game mana sink and it becomes even harder to trade for value.
