I don't think calling Memory Lapse a "bad" remand is fair. There are games where a board state is stalled and your opponent draws their card for the turn (only card in hand now) and they play something like an llanowar elves not helping them at all. I would rather Memory Lapse a card like that so they have to draw it again next turn rather than remanding it and letting them be able to draw a more powerful card next turn. Also, in the situation just described remand would essentially just be cycling a card. I am not saying they are the same power level, but I think there are situations where I would rather have one than the other.
Also, on board with the down voting of complicate. Reasons stated above.
Mana Leak for being all around solid. Complicate just seems unappealing in general. Always costs 3, and the card advantage is nice when you can get it but seems too conditional to be reliable.
Oh, I definitely prefer complicate to exclude. The "cryptic command mode" comes up maybe... 30% of the time and I absolutely abhor only countering creature spells. Also, cycling for a reactive answer that slipped through is not irrelevant.
That said, I just want exclude to die before complicate, but they are definitely the two weakest left.

Props to Memory Lapse for being a fantastic splashable tempo counter that always gets a card's worth of value, and nearly always buys you another turn. I'm not sure if it's actually better overall than Remand, but I like it better for being more reliable than Remand. Plus, I love the style points of ruining an opponent's play with a Homelands card.

1UU counter target spell just doesn't compare well. Yes, you can discard two cards and put this back in your hand, but really how many times can you do this in a game... especially if your opponent is continuously drawing gas. Great card, but so are all the others left. Hard to pick a card at this point anyway. Except, I do want to continue to - daze, but I don't want to pick the same card over and over again.
Whoo. Tough. I'm also going to ding Forbid, as if I don't have ways to abuse it I will often wish I had something else on this list. To give one a point... without having played it a lot, I'm going to go with Remand (this probably needs to be added to my cube).

It's getting hard to justify dinging these. Without repeating my last picks, I'll go with -3 to Miscalculation. A fine card that does something when Mana Leak might be dead, but I like forcing them to pay that 3rd mana more than the cycling. +1 to... Condescend for being splashable and scalable.
