There's not really one particular list for a quintessential peasant cube, but if I had to pick one that's out there currently, I'd go with The MTGS Average Cube. This list was put together by forum user Phitt77 and is incredibly helpful. I refer back to this one the most. I don't think it's been updated in a few months, but still, I refer back to it fairly often. It's especially helpful when I'm having a hard time finding a cut for a new addition.
Beyond that, you can look at pretty much any regular poster's list here and get a good idea of what to expect from the peasant format.

Some people, like me, have esoteric and unusual banlists (usually to facilitate fairer games). Mine is particularly extensive, so it's probably not the best choice for being representative, but I enjoy it quite a bit.
I have a blink-theme in white-blue, but I am concerned that the payoff may be a tiny bit lacking, especially in white.
What are some good payoff white creatures with ETB-abilities that I might not think about?
And since I am unabashedly unconcerned with these things: Are there any (*gasp*) rares that could fit the bill (while remaining at "peasant power level")?
Taking a brief look at your list, I would hope Belfry Spirit and Relief Captain work well with the themes of your CUbe.
I will personally speak very highly of Palace Jailer as a possible card advantage engine that can also work well with blink effects because you can either trap multiple creatures if you have consistently been the Monarch OR steal back a creature along with the Monarchy if needed.
Custodi Squire is just an excellent flying 2-for-1 option since you always get your chosen card back.
I like having Feind Hunter effects as this provides recastable removal otherwise when I tried ETB in UW I liked Springjack Shepherd enough to keep it in my cube after I cut blink as a primary UW archetype.
Thraben Inspector - not quite a payoff, but helps a ton with curving out while not wasting blinks. Relief Captain - good card that overlaps with tokens. Meadowboon - mostly just a worse Relief Captain, but does work better with blink. Custodi Squire - just a great card with a relevant etb. Visionary Augmenter - decent filler that overlaps with tokens. Lashknife Barrier - solid card with an etb.
I used to run Belfry Spirit, but I just dislike haunt so much. I also don't like will of the council in duel magic.
Otherwise, good suggestions. I will be making some other changes too, so I'll look at what spaces will be available along the curve.
Do you think Geist-honored Monk would be out of place in peasant? At two other creature when you play it it's a Serra Angel with upside.. sounds borderline.
I don't play cards from supplemental sets and i exclude mechanics I hate like haunt. I used to have more blink related cards in white but it ended up getting cut more generic white aggro dudes.
I'm not sure if it can be overstated how overwhelming palace jailer is. If you want to run a cube on pure power level alone, this is one of the largest snowballs we've ever had. In matchups or individual games where the opponent can't steal monarch right now, "not right now" quickly becomes "never".

I would also say black has a lot of creatures which provide multiple blockers (Butcher Ghoul, Carrier Thrall, Reassembling Skeleton, Sultai Emissary, Deathbloom Thallid ). Given that your list also has a lot of fun black sacrifice outlets, that might be able to provide you some cards which have uses in multiple decks/archetypes.
i've actually started using a bit more of the monoblack cards from pauper which actually worked well in my cube. Its enabled Cabal Coffers to reenter the cube as an archetype for the cube.
I ran plague spitter several times. Its value as an antiaggro guy depended on how many 1 toughness guys there were, but it was really, really good against them. Even without that it trades up into things and has synergy with pings and sac effects (to create a pyroclasm)

Long time lurker, first time poster (in fact, I'm brand new to posting on any online forum, so please bear with me as I get the hang of things)
For a while I was the only person in my local area who owned a Peasant Cube. Sadly, about a year ago, I took a break from curating my Peasant Cube and dissembled it entirely. The common thought at the time was that my weekly drafters would rather draft my Unpowered Cube than draft my Peasant Cube. I've come to realize this was a mistake. I should not have dissembled my 80% foiled out Peasant Cube. As a 10-year-long Magic player and 6-year-long multiple Cube owner and curator, I've come to realize that with this iteration of my Peasant Cube I should try and be a more active and contributing member of the Peasant Cube community.
First off, I'd like to go ahead and thank a couple of people who I've taken most of my Peasant Cube ideas from (directly, or through inspiration) over the years (as they deserve credit for their inspiration in both the first iteration of my Peasant Cube, and the current iteration of my Peasant Cube):
Leelue - For introducing me to the "Hybrid System", for "Depowering Removal" (a problem I had identified myself yet had no idea how to solve until Leelue implemented the solution in his own Cube), and for providing several great Peasant Cube articles for people like myself to reference and compare ideas with. Thank you, thank you, thank you!
Squirrely - For ALWAYS thinking of off-the-wall ideas to test out new mechanics and ideas for Peasant Cube. Some of my most fun and innovative ideas have been tested by you in your Peasant Cube, tangentially to my Peasant Cube or prior to my implementation (providing me with evidence and feedback on my own ideas). Keep challenging the normal boundaries of Peasant Cube limitations!
n00b1n8R - For providing so much of your feedback from testing that at times, between you and Leelue, I've decided on whether or not to try out a card or archetype long before I even sleeve it up. Thank you and Leelue both in this regard!

Otherwise I currently like Militia Bugler as an option as a way to dig for the draw creatures of mulldrifter and Cloudblazer.
As for rares:
Hixus, Prison Warden seems like a fun crap rare that feels uncommon
Riders of Gavony: allows humans to be a fun tribe and feels like it fits between uncommon and rare in powerlevel
Relief Captain - good card that overlaps with tokens.
Meadowboon - mostly just a worse Relief Captain, but does work better with blink.
Custodi Squire - just a great card with a relevant etb.

Similar to rancoredmalone, comparing our lists, maybe consider Azorius Arrester and Banisher Priest in white. Even in your multicolor of blue/white, you could slide in Lyev Skyknight, Reflector Mage, Cloudblazer or Spire Patrol.
