With an equip cost of 1 that looks reasonable. Giving prowess to anything is going to be pretty reasonable. It's probably not going to come up often, but casting a couple of non-creature spells in a turn while moving it about would be fun.
Maybe there is a card like this already, but I thought of this the other day.

Yeah, I wondered whether it was abusable enough that it would be considered 'rare' status. Though presumably if something like that was printed, they wouldn't print it in an environment where it would be broken in Standard or Block, and would probably be no more broken than anything else in older formats.
A vanilla 4/4 for 6, even though it will effectively kill something as it enters play, seems somewhat iffy. But it would be a realistic possibility, I suppose.
I was thinking of adding Azure Mage back into he cube after seeing what Dimir Guildmage can manage in MM2015 drafts. However, I still decided against it since blue 2-drop creatures are somewhat crowded. However, the following card would make the cut. How about for you?

So, basically just Azure Mage as a 1/3 instead of a 2/1. Because I think a control deck would appreciate the effect more than aggressive ones and also prefer the defensive stats.
The most obvious comparison for me for Tantrum Elemental is Stalking Yeti. I think you could comfortably shave a mana off Tantrum Elemental. 4 mana is probably pushing a bit too hard though.
I really like the new mechanics that have come out in the last set or two, with Renown and Spell Mastery being two that have really piqued my interest in card design. The thing being is, I have no idea about what makes something 'rare' or 'common' or even 'uncommon', but here are some of my thoughts...

Oh man I reeeeeally hope that with Battle for Zendikar that we get an uncommon Crucible or Loam. At this point I'd take a "do very little" enchantment just to test it, but I really hope that someday (soon) we'll be able to use all those lands that we sacrifice to Goblin Trenches or the ones we pitch to stuff like Raven's Crime and Pegasus Stampedeto be more than just a land we pitched. Plus how fun could it be to Ghost Quarter all your own lands every turn?
Fair enough, though I feel that's bit like comparing Explorer's Scope to Exploration because they both allow you to play an addition land each turn. But yes, Groundskeeper has been on my radar if we get more (or varied) ways to get (basic)lands back to hand/battlefield.
Well, it does not provide some of the more important services required of Loam-type cards (e.g. recycling fetchlands and LD lands) but it does provide fodder for many of the purposes you listed.
I've had Reasons request for a black token maker in my head. I was thinking a 2 mana spell with a drawback.

I think they both might be a bit strong. The first would be an archetype all-star, tokens, dump reanimator targets, sac outlets, other graveyard shenanigans, probably works fine in aggro discard a spare land.
I would hardly play either because the BB hurts particularly bad in a color which is secondary for the strategy. But the latter could work. I wonder if this would likewise be too strong?

I know double black makes it harder and you need to include them in cube sparingly, but I figure 1B is too strong, and BB means you won't always be able to cast it on curve in an opening hand. It was an attempt to balance power with more varied consistency.
I might be seeing your card in a different light, as I'm not really seeing the strength. You can't cast it if you don't already control a creature. This might have been an intended feature, but I don't think it is intuitive. If you remove the targeting clause, you can cast this on a clear board to get a 1/1 flyer which is not great. You get more options if you have something else on the board, but you are either killing another utility / cheap creature you invested a card in, or you are making a solid threat weaker. I don't think the upside is enough when you could just have Vampire Interloper. There are synergies like Undying creatures, but they are corner cases.
No, you have not. I actually thought I might have made a mistake with using 'target' instead of 'a', but for a different reason. he fact that you need to control a creature beforehand to fulfill the targeting condition is a fine point, however, and I changed it to reflect this.
