Humphrey01 is completely right about Callous Dismissal. A 1/1 simply isn't a card, since it can't trade against the average 2/2 and doesn't pose a threat. If 1/1s were worth a whole card Raise the Alarm and Hordeling Outburst would be the best cards ever.
I found another one missing from War of the Spark, this one is Honor the God-Pharaoh. I don't know that paying an extra mana for Tormenting Voice to get a 1/1 is really worthwhile, but I guess it is a spell that makes a dude for Spells Matter and fodder for sacrifice decks.
Thrill of Possibility exists, so Tormenting Voice is outclassed. Still all of these effect are only really interesting if you actively want to discard stuff. Otherwise the risk of this being countered is unnecessary.
Hey, got some more time on my hands recently, and wanted help some again. Here are the proposed sections for Double Master. I can add them as well, once they've been discussed.
Alabaster Mage (Bad)
Just a 2/1 and takes a lot of mana to get going, if you even have higher power creatures to benefit most, compared to something like Lone Missionary
Crib Swap (Borderline)
Can have some synergy with delerium or tribal cards, but generally just an alright exile for good option for white, white has some better removal options
Crusader of Odric (Borderline)
Can be a okay card if you support swarm.
Sanctum Spirit (Bad)
Would only be interesting in an artifact cube, group it with other similar 4 drops.
Argivian Restoration (Bad)
Artifact theme card and not really many great target either.
Bone Picker (Cubeable)
Morbid is easy to enable for black and a black delver of secrets for 1 mana is great.
(I could see this maybe being a solid staple though after testing)
Cast Down (Staple)
A great removal spell that's virtually unconditional. The best option in black for powerful 2 mana removal.
Heartless Pillage (Borderline) Mind Rot isn't great, but this can help accelerate out a bigger threat at the same time.
Abrade (Borderline)
There better burn options than just 3 to a creature, but this is a solid flexible card for when you want to keep artifacts in check, if your cube needs it.
Balduvian Rage (Bad?)
Pump spell replacing itself is nice, but only buffing only power isn't great, and this can take up a little too much mana for ideal use.
Rapacious Dragon (Borderline?)
Treasure can help double spell the turn you play this, but stats are kind of meh. (Maybe merge with Sparktongue Dragon entry
Everflowing Chalice seems cubable to me. a cmc2 manarock is already very good and this one is flexible.
also Conclave Naturalists which is a 2nd Wickerbough Elder 95% of the time
although id probably never run the mage, i can live with borderline. afterall its a semi-nice manasink. toughness 1 though
Skinwing seems indeed quite bad, but i could justify running it in highcurved cubes.
Another discrepancy to clear up is Manalith is listed as "Borderline" while Mana Geode which is strictly better is listed as "Bad" because "Seer's Lantern is better". Regardless of whether you prefer Seer's Lantern or Mana Geode, Mana Geode is obviously better than Manalith.
*Edit* Is Mana Geode actually that much worse than Seer's Lantern? You have to pay effectively 3 mana for the first Scry with the Lantern (2 + tapping the artifact), which means you have a whopping six mana investment before you start to pull "ahead" in value and give up colored mana in the bargain. I get that it is much better in a long game, but I think in many games the free instant scry and colored mana could prove better.
I also don't see a rating for Skyscanner, which I'd guess is probably borderline, it's like a worse but colorless Cloudkin Seer.
*Edit* Thinking about it, it's obviously much worse than Pilgrim's Eye, and I'd probably rather play Skittering Surveyor most of the time to. I think it's between it and Farfinder if you want a 3rd of those "small colorless creatures that replace themselves", so maybe it is just bad, which is hard to believe for something that looks like it is so hard to be bad :).

Instant speed helps but I noticed a few other spells around borderline that are comparable. It's possible that the whole group of less playable black removal needs to get shifted down to bad due to the amount of competition though.

Angelheart Protector - bad. it grants a free attack, which might be useful, but 3/2 is just a bad statline. Cliffhaven Sell-Sword -bad. just another vanilla 3/1 Expedition Healer - bad. we have a couple of 2/2 lifelinks already and they underperformed. adding vigilance is nice, but too situative Farsight Adept- bad. giving a card to your opponent only raises the chance it gets removed immediately. Kabira Outrider 4 mana 3/3s are just bad, no matter their added effect. Kor Celebrant bad. i dont see a reason why i should pay 3 for this effect and it only triggers on my own stuff? go away. Makindi Ox borderline. wont trigger too often i guess, but the body alone is interesting in white. Mesa Lynx bad. if you need a defensive 2drop, this might be your card, it still just trades with reds. Prowling Felidar borderline. unchecked this can grow big. Sea Gate Banneret bad. the body is useless and the effect too costly Shepherd of Heroes cubable. very useful flyer that can stabilze the lategame. Tazeem Raptor borderline. well its at least always a winddrake. the may trigger makes it interesting for land etb trigger.

blue creatures Cascade Seer 4 mana 3/3s are just bad, no matter their added effect. Cleric of Chill Depths borderline. seems useful in the right environment and will at least chill an attacker once Cunning Geysermage bad. usually bouce is real nice, but for 6 its too overcosted. Expedition Diviner bad. would be semi useful if it was unconditional draw Living Tempest bad. we have plenty of those and theyre too slow Seafloor Stalker bad. activation too high Skyclave Squid borderline. one of few blue aggro drops Tazeem Roilmage bad. the kicker is too high Zulaport Duelist bad. useless body, mediovre effect. at least its a onedrop.

Yeah Bonepicker might be staple. Not sure yet.
Conclave Naturalists seems more like a cubeable. It's basically Rambunctious Mutt with +1/+0.
I think Skinwing might just be straight up bad. 4 mana Wind Drake is very underwhelming and equip 6 doesn't really help it's case.
