It's neat. I'm not sure sure it's good though. The sticking point for me is that you only get to play one of the cards. The interrogate option is kinda like a really strange cantrip spell. It's cool. And it's really odd, so it could turn out to be a lot better than it looks. But Shatter just isn't that strong a floor.
Interestingly, I predict my most common line for this would be to dig for a needed land drop.
This is essentially red's version of Wilt, except worse since it can't hit enchantments, and you're better off just cycling instead of casting Anticipate on your opponent's deck.

Agreed. If someone is after a red Wilt variant, isn't Shredded Sails straight up a better card? As you mention, Cycling 2 is better than opponent anticipate in most cases, and Sails even has a third mode that might be relevant once in a while. Just for clarity: I am completely uninterested in both Shredded Sails and You Find Some Prisoners in my cube, underwhelming cards.

I think interrogate them is stronger than cycling. It hits land much more reliably when that’s what you need, and it hits nonland much more reliably when that’s what you need. This is kind of a weird abrade meets supreme will.
I don’t quite think it makes it given the embarrassment of riches that now exist in terms of modal shatters, but I’d rather have it than shredded sails.

I also think draw one of the top 3 of your opponent's deck is better than cycling if the mana cost is the same. The downside is, of course, that if you're missing red you can't "cycle" this.

Yep. The closest analogue is actually dissenter’s deliverance imo, for that reason. 1 is a lot cheaper than 2 but I feel like they come out pretty similar.
Afaik, deliverance isn’t making the cut much anymore.

I disagree with this. Interrogate can be better in certain cases, but I'd rather have cycling most of the time. The reason is twofold: (1) I'd rather draw from my own deck than my opponents. I've built my deck to be synergistic and streamlined and my opponent will in many matchups have plenty of dead draws. You also mention you are much more likely to hit lands when you need them, and while this is true, the lands will often be off-color, which is a considerable downside. (2) Draw is much, much stronger than exile+castable until the end of the next turn. Many reactive cards from your opponents top might be sweet, but not usable at the moment. It is also visible, so you are giving away information. This effect also means that playing interrogate early game leaves you in a bad spot, in case you flip cards that are too expensive for your next round.
I think the two effects combined means "look at 3" often becomes simply worse than simply drawing a card from your own deck. If interrogate exiled the card and made it playable permanently, I would agree with you.
