Looks good, but also swingy. I can see some decks getting crushed while others are only milled for a few cards. That said if it is only a few cards you're going to be hitting some big threats. Exiling is nice too.
It cuts through a chunk of deck, that's for sure. But if a deck's average mana cost is 2, this averages 10 cards. I'd say that's fairly comparable with Mind Funeral. 2 is a pretty low average cost, so 10 might be a bit optimistic.
I find that "mill a bunch of cards" sorceries are no good for limited. They're non-interactive and rather blunt. To build mill in limited, you need repeatable sources like Hedron Crab. It'll certainly mill more cards in an average game than this will.
Getting to the point where it is very real for a cube to support UB mill as an actual deck.
Mill is a competitive archetype if you want to support it. It has been for a long time. It's just very parasitic and consumes a bunch of slots, so most cube managers decide not to support it. But I guarantee you you could support draft-winning mill decks right now, and this card doesn't have much to do with its viability.

Sure, but I meant we're getting to the point now where if you run a 360 cube that usually hits 8-mans you could support a mill deck in a control shell with like 5 slots (glimpse, mind funeral, this, fractured sanity, and mill jace, maybe archive trap) and then just cards that are also good in other decks - shelldock, snapcaster, loot jace, tutors, etc.
Certainly better in 40 card formats, I imagine this is kind of like Approach of the Second Sun where if you can find a way to cast this twice you've won the game after accounting for starting hand (7) and a few more draw steps. In powered cube, does this just win you the game on the first cast? Is that a card you want in the cube, if so, three mana win the game with no setup? *Shrug*
