This is really interesting... It's hard to predict if this will be maindeckable or a more fringe SB card like Timely Reinforcements. It seems like it could be solid because of the applications against green. Super time walk against the elf ramp deck is helpful.
I don't like it. Doesn't kill tokens (anymore, IIRC phasing used to kill tokens), really bad against 1 or 2 creatures, only a 1 mana discount off actual wraths, and still double white. I'd like a white toxic deluge, but I don't think this is it.
Yes, it has synergy with your ETB but if I want this effect I’d rather have Parallax Wave, which can be tutored in white and kills tokens.
This is phasing, so there is no leaving or entering the battlefield. No triggers there. You can also blink it to phase out more things and extend the vanishing timer.

Oh, and if your opponent kills this in their first main with, like, a rec sage, all their creatures can attack too.
1. My gut instinct is any card that is unpredictable is not cube friendly - I find cards with low floor and high ceilings generally should be avoided.
2. With Prismatic Ending, Portahole and Solitude printed, I see less of a need for a white 3 CMC sweeper.

I find Wrath is used fairly frequently as an Edict or Barter in Blood with just a couple of creatures on the other side on T3/4. This is not great in those situations. The design is top notch though and it's going to be amazing for multiplayer formats.
Another reason to play that card next to Dark Depths and Persist.

A big shroud finisher on board will just be delayed a turn.
