Wharf Infiltrator had to attack (and deal damage) before being able to discard, and Pain Seer had to untap to generate card advantage. The biggest problem with Pain Seer is that you were unable to reliably get it tapped because attacking without evasion was often troublesome. Pilferer solves both of those issues. It should be more reliable than Infiltrator as a discard outlet, and more reliable as a source of card draw than Pain Seer was because of the evasion. Not to mention that each of those cards only performed one aspect of what Pilferer can do. Pain Seer can't function as a discard outlet. So not only is it better at each of those jobs than those two cards are, but it does BOTH of those jobs. And nowhere in those comparisons is even a mention of its ability to draw cards from your opponent's cast triggers.
I don't think this card is a staple by any means, but I think it's leagues better than any of the comparable cards we've seen of this ilk. I think it's hard to estimate exactly how the card will feel on the table, since we've never seen a card quite like this before, and I think it warrants some testing to find out. For larger cubes that are designed to take advantage of what it has to offer, of course.
I’m certainly open to having my mind changed because I’d love to add another blue 2cc creature at 720... I look forward to hearing more feedback after groups play with it.
I have modest expectations for it, but I want to test it because I think it has a unique combination of cool abilities. Might not end up making the cut, but I won't know until I try it!
Pretty sure I'm going to test this over Enclave Cryptologist. I want it primarily for reanimator, so all the text besides the discard is gravy. And, as wtwlf pointed out, sometimes this is just going to be fun with Opposition.
Card was brutally slow and felt bad. Way too many hoops to jump through. Enclave cryptologist was much better. Would recommend for reanimator redundancy at 720 unpowered if that is something you need.
I'm currently running Wharf Infiltrator, Enclave cryptologist and Looter il-Kor. The floor for a looter isn't too low.

I could definitely see Ghostly Pilferer being an interesting add.
