I’ve been running Fires since I started cubing, and tried Rhythm over it. So far, I haven’t seen a meaningful difference come up. On paper, I like it more because it benefits naturally-hasted dudes in a haste-centric deck, but so far the difference has been negligible.
The breakout factor will probably be the anti-countering clause, but that’s not as relevant as you’d think. For folks who weren’t running Fires because it wasn’t good enough, I doubt this is enough if an upgrade to change that.
Running it alongside Fires to add redundancy to the archetype might be viable, but that’s a lot of guild dedication to a somewhat-underpowered gimmick.
All-in-all, it’s decent, and a slight upgrade to Fires, but I doubt it’s actually stronger than the dozen-odd broken 4-drops fighting for a spot
I know this is narrow, but the situations where the uncounterable clause matters are absolutely backbreaking.
There have also been many times where the +1/+1 counter was a big deal. Hangarback Walker/Walking Ballista/Triskelion as some quick examples get noticeable value (we saw a Hangarback for 0 mana). We haven't seen someone get Kitchen Finks with it yet but I imagine that's pretty hard to deal with (and if you drafted Goblin Bombardment, game winning).
My playgroup has taken quite a shine to it. The flexibility this card offers is solid! And can stop your creatures from getting countered. We also had similar experiences with +1/+1 counters being relevant. There was a game with Hero of Bladehold dancing around Wildfire with that +1/+1 counter. And there was temur tempo deck that did well. Was pretty dumb hasting cards with Edric, Spymaster of Trest out, and the counters with Hangarback Walker and Glen Elendra Archmage. Despite not effecting tokens, card is pretty playable and very fun. Would recommend trying it out if you haven't. I wouldn't say its better than Sarkhan Vol (our swap), but my group likes it much more.

Doesn't the Hangarback walker die to state-based effects before Riot resolves if cast for 0?

Yeah, although sometimes the difference is negligible, there are other times where the difference is amazing. Buffing guys to get them out of damage removal range, or languish type effects is solid, and if this lands on turn two or three against control it is back breaking in a way fires never could be.
I don't know if it is powered cube good, but in an unpowered cube it is fine, and if you run fires, I think this is an easy upgrade.

No, because they enter with the counter.
