not sure how cubeable this is, but thought this might be a good place to also start discussion on the new mechanic. It is strange that it gives you the cities blessing for the rest of the game and doesn't force you to maintain the 10 permanents.
This is going to be nice in my Toshiro Umezawa EDH deck, since ascend should be easy enough to trigger there and I'll get two chances at it, but I can't see it working in a 1v1 cube.

Huh; I wonder what percentage of games in my Cube meet the Ascend requirement. The mechanic seems to favor control/token strategies; maybe there'll be other ways to get the City's Blessing that favors aggro (low life total or hand-size)?
Seems interesting for multiplayer, but can't see myself running it in 1v1. Instant speed is nice but I'd probably run Doomfall before this in my own cube.
Cool mechanic. I'll have to keep an eye on games to see how often that trigger would be achieved in different types of decks. Obv token strategies are a good candidate. I can see including cards with this mechanic in colors with archetypes that could reasonably achieve it (like tokens).
I assume this card was designed to be used in a black white vampires token deck in standard. If it is successful there it could work in a go wide tokens deck in cube but that is still much too narrow a role to warrant an inclusion.
The cities blessing is an interesting design space. It's basically another version of meet these conditions get the upside (morbid, revolt, bloodthirst, etc.) while this does lead to some more pushed designs I always find that these conditions are very tough to meet consistently enough to be effective in the cube format or limited in general. cards that were considerations for cube but ultimately fell short for example: fatal push, tragic slip, brimstone volley.
If they can find the right balance we could end up with some great cards for cube, but these conditions are always focussed on constructed formats where the testing for each block is done. Are there any conditions that are easier to meet in limited than constructed? maybe we can get something cool if that happens, whether on purpose or by fluke.
Isn't Do or Die better most of the time? It trades the ability to hit a single creature for being cheaper, giving better control over what creatures they will be sacrificing and it doesn't need 10 permanents to turn it on.

Do or die is better if you dont look at the singular mode. but being able to kill a cheated out creature early on at instant speed diabolic edict style is pretty crucial.
Edit: I just realized it says "Each Opponent", that actually helps it a fair bit since I end up playing 3-way games a lot. Still don't think it makes the cut but it does make it a lot more appealing for me.

I very rarely find myself in positions like that, but it could just be my cube since I don't run many hexproof/indestructable/protection guys. A 3 mana edict is of no interest to me, I'll take Do or Die over it any day but it is becoming somewhat of a pet card of mine.

Well it is a punisher card, just a good one, not Fact or Fiction good but still a good one. Sure on a 1 creature board Do or Die is uncastable, but I don't often find that comes up in a meaningful way. I can probably count on one hand the amount of times I have been holding Do or Die wishing it was a traditional Edict. Usually it's is a solid 2 for 1 and it only gets better from there.

It definitely helps for multiplayer, but even 1v1 I have usually been happy to see Do or Die over a traditional edict. It is probably just a difference in cube make up but I tried the traditional edicts for a while because everyone said how important they are but just didn't really find the need for them, I would much rather have most generic 1B kill spells over an edict effect since I don't run that many creatures that need an edict to kill them. Do or Die has been great for me, I am 100% ok with the trade off of being useless against 1 creature for the upside of thinning out boards.
Do or Die is unacceptably bad. It can't kill a lone creature, and never kills their most important creature. It's like the worst aspect of an Edict effect ...without the only real upside.
